Mi sorge un dubbio. Il testo è forse scritto da un tedesco o è la traduzione di un originale tedesco? Perché questo "discharge" mi sembra tanto un calco del tedesco "entlasten", che in vari contesti ha il significato di "approvare". Non so se anche l'inglese "discharge" possa essere usato con questo significato in determinati contesti. Ci guardo e se trovo conferme, lo aggiungo in nota.
