I am translating an attestation of birth letter from Nigeria. At the beginning of the paragraph they put "That". How can I translate this "that"?
"That Mr. X having made a solemn and statutory declaration conscientiously believing same to be true"
"That Mr. X having made a solemn and statutory declaration conscientiously believing same to be true"

Can you take out names, dates, and places and give the whole text of this "attestation of birth"?
