An integrated system should provide consideration of equipment downtime in the analysis of supply chain efficiency, and its impact on quality and order fulfillment; following a repair, ramp-up costs can thus be more easily analyzed.

: IMO pas ici car après une période de "downtime"/J'ai déjà rencontré ramp-up dans ce sens de "retour à la vitesse de croisière" plusieurs fois dans des textes similaires.

If that were right, "ramp-up" (in the ST) would be the wrong term. It looks to me as though they are trying to separate out two sources of cost, when ramp-up happens after a repair, so there are both recommissioning and ramp-up costs.
