At the time of happening of the Damage there shall be in force an Insurance cover covering the interest of the Participant in the property at the Premises against such Damage and that payment shall have been made or liability admitted therefore under such Insurance cover but it shall not be a condition precedent to liability hereunder that no such payment shall have been made or liability admitted solely owing to the operation of a proviso in such Insurance cover excluding liability below a specified amount.
