Comment: "After contacting the author, I now know that this refers to churning out products according to a few set designs. For example, a "zhi shi shou qiang 制式手槍" (a phrase that often appears in Taiwan news), refers to an "unmodified handgun," i.e. an item that is still in the configuration used by the manufacturer. This may very well be a special Taiwan usage that we're dealing with here. Thank you for your answers!"
