GROUPS IN THEORY AND PRACTICE

Vytautas Magnus University researchers report on their progress in melding empirical research with formal theoretical development. Two aspects of the experience warrant immediate comment. First such a melding leads to substantial modifications of how both empirical and theoretical work are carried out in practice in contrast to the more traditional approaches where observations and theory tend to follow their own distinct paths. Second such integrated activities are more time consuming than anticipated, because the need for quality control in observations and in theorising become evident even at the early stages of the endeavour when practices can still be modified.
The report is in three sections. The first, “Overview of a dynamical systems approach”, by Rimas Vaišnys presents an overview of the dynamical systems theory as it is understood in the physical sciences and, to an increasing extent, in the biological sciences. That this theoretical approach has contributed to phrasing and solving problems in such a range of disciplines provides the motivation to apply it in studying subcultures. One of the first contributions that a theory can make to a scientific undertaking is to provide guidance in organizing empirical information and, in this activity, one of the first steps is to characterize similarities and differences among the objects being investigated. This section ends with an illustration using actual field data obtained during the project. Once all the information obtained during the SAL project is converted to a suitable form, we expect rapid progress in the application of this methodology.
The second section, “Overview of modelling in the investigation of small groups”, by Andrius Buivydas provides an overview of mathematical modeling, a process where the consequences of assumptions made about the structures of the entities being studied are explored. Among the more interesting such consequences is the behaviour of an entity over time or in response to the actions of other entities. This activity broadens the horizons of the researcher by allowing a rapid and self-consistent exploration of what might be, and is, a useful stimulus to further empirical work by providing concrete evidence of what "does not work" in a theory. Because the overview has a didactic nature, only a very simple example of what is called individual based modelling is presented. The imagination of the researcher and the availability of relevant empirical information provide the only limitations to this approach.
The third and final section, “Overview of connection to an empirical base”, by Egidija Ramanauskaitė presents the process by which ethnographic observations are transformed into information and the relations which form the basis for further theoretical analysis that also suggests further observations. It should come as no surprise that the ethnographic characterisation of even a small group—which is, after all, a complex entity itself—needs detailed and time consuming analysis. Thus, in this section, we present only a fragment of the work done with a small Pagan group studied during the SAL project basing the presentation on just several selected attributes, however, in considerable detail. Such a detailed look shows how it is possible to obtain a meaningful, useful and unambiguous characterization of real phenomena.

NEO-PAGAN YOUTH GROUPS (SAINT PETERSBURG) IN RUSSIA

Literature to date on the neo-Pagan movement in Russia has focused on understanding the movement as a form of “escape” and evaluating the relative “harm” posed to individuals and society by such organisations. This research focused on the everyday manifestation and reproduction of Slavic neo-Pagan groups in St. Petersburg. The research suggested that, as the Slavic neo-Pagan movement struggled to establish an agreed set of principles and practices, disagreements focused on the relative weight of its ideological and cultural components and on that particular communities of neo-Pagans had become organised around their position in relation to these discourses.

CONTEMPORARY “DIEVTURI” MOVEMENT IN LATVIA: BETWEEN FOLKLORE AND NATIONALISM
Summary
The movement of “Dievturība” was formed in the late 1920s as an alternative combination of Christianity and “new nationalism” and it is proclaimed as an invention of tradition in contemporary society. The participants of the “Dievturi” movement consider “Dievturība” as a specific Latvian religion based on Latvian folklore and national ideology. They emphasise that each nation has its ancestral/ethnic religion, and the duty of nation is to take care of it. “Dievturi” acknowledge and treat Latvian folklore as the source of their ethnic religion. The methods used and the data acquired during the research (e. g., field research) give a clear idea of “Dievturība” in contemporary society. They are trying to practise “Dievturība” as an ethnic religion, but there are no considerable changes or new ideas aimed at the doctrine of the group. The members of the group characterise their involvement in the movement as the development of personality and a good possibility for spending their leisure time in an attractive and exciting way. The “Dievturi” movement has not managed to attract the contemporary intelligentsia to reinvent itself for the modern age and it is not attracting any considerable attention from the mass media.

NEO-PAGAN GROUPS IN CENTRAL-EASTERN EUROPE
Summary
Over recent years, a new phenomenon called polytheistic Reconstructionism emerged among the neo-Pagan milieu. Groups belonging to this stream of neo-Paganism claim that they inherit a long tradition reaching back to the ancient times. A fieldwork study on these groups, conducted in several countries of Central-Eastern Europe, indicates their intense networking and ability to create transnational structures.

Eco-Villagers (novolazníci) in Slovakia

The aim of the SAL project focused on eco-communities in Slovakia was to explicate the patterns of development and perspectives of such communities in particular socio-economic conditions of transforming society. It showed up that different social, historical or settlement predispositions significantly limit the overall character of the community and manifestations of everyday life of individual members as well as relations within the community. The existence of such a community in the environment of Slovak society points to different patterns and particularities of its development which are contrary to similar communities in the western part of Europe.

EURO-INDIANS IN SLOVAKIA
Summary
The Euro-Indian movement in Slovakia has developed since the 1920s. It is based on the culture of North American native peoples, especially of the cultural area called Great Plains. All matters concern lifestyle, worldview and partly religion. Slovak Euro-Indians represent a kind of subculture which is absolutely apolitical and does not have any ambitions in the field of public self-presentation and public activities. One of their main goals is to live in accord with nature, and therefore this movement has a strong ecological accent. In the case of their relationship with the majority, it can be said that there is no conflict nor any problems between Euro-Indians and the Slovak majority. The Euro-Indian movement is not very strong, if we talk about the membership base, and it has never been massive. This part of the SAL project discusses the origin, development and current situation of the Slovak Euro-Indian subculture, its lifestyle and its relationship with the majority.

XENOPHOBIC YOUTH GROUPS (KRASNODAR/SOCHI) IN RUSSIA
Summary
This case study considered the role of xenophobia within Cossack movements in the Krasnodar region of Southern Russia. In contrast to existing literature which primarily considers the institutional dimension of Cossack organisations and their impact on the political scene, this research focused on issues of grassroots support of the Cossack movement, especially among young people in regional urban centres. The research revealed the importance of Cossack movements as both a space for youth activism as well as a “resource” – economic, cultural, institutional – that young people in the region could draw upon in negotiating their transitions to adulthood.

ANTI-FA YOUTH GROUPS (SAINT PETERSBURG) IN RUSSIA
Summary
The research enables a description of the (sub)cultural Anti-fa scene, an analysis of how participants enter and progress within the movement and the illumination of important aspects of interpersonal and group interactions. The research also reveals the emergence of new forms of Anti-fa solidarities and explains the meanings, logic and justification provided by members for radical Anti-fa actions. The further development of a youth Anti-fa movement is closely connected to the development of fascistic youth groups; it will continue to develop in parallel with them.

DIY YOUTH GROUPS (SAINT PETERSBURG) IN RUSSIA

This research considers the key actors and principles constituting the DIY scene in St. Petersburg. It traces the importance of independent music production, anti-commercialisation, anti-consumerism and creative self-realisation to the scene. It pays particular attention to the exploration of the diversity of young people involved in DIY scenes in the city and the evidence of differing narratives of DIY culture between musicians and activists within it.

HIP-HOP CULTURE (RAKVERE) IN ESTONIA
Summary
Hip-hop culture, which started in poor, segregated black communities in the 1970s, has become an international phenomenon. In 1991 Estonia had just restored its independence, becoming free from Soviet power. Alternative values and lifestyles from the West started to arrive and, in the early 1990s, hip-hop culture reached a small provincial town named Rakvere, in Estonia. This research focuses on the glocalization of hip-hop culture in Rakvere. Hip-hop, which originally was the story-telling medium of (mostly black) ghetto youth about personal experiences can be characterised as a neighbourhood-centred, masculine subculture with a great emphasis on authenticity and social criticism. In the analysis, we have concentrated on the following aspects of hip-hop in Rakvere: how neighbourhood-centeredness is manifested in Rakvere’s hip-hop, how it connects with the local mentality, how the gender order in a patriarchal society impacts “making masculinity” and the attitude towards females, what the meaning of authenticity is in the context of Estonian hip-hop, how hip-hop is constructed and maintained and what kind of reactions regarding success-oriented values are created by Estonian hip-hop in a transition society.
The research draws on empirical research conducted under the auspices of the SAL project in Estonia – the analyses of hip-hop songs, a series of participant observations and 16 open-ended interviews conducted between November 2007 and summer 2008.

The presented report includes an overview of the political and social situation of post-Communist Romania from the viewpoint of establishing the emergence and development of hip-hop as a ‘taste’ subculture. As there were very few detectable traces of the specific literature we needed in Romanian, our pioneering work started with adapting foreign literature in the field to the Romanian realities we faced. The results of our research are quantified, discussed and concluded complete with references and state-of-the-art.

RECREATIONAL CANNABIS USERS IN ESTONIA
Summary
The aim of the research has been to pay attention to two aspects concerning recreational cannabis use in Estonia – firstly, how young recreational drug users diminish and deal with the risks of cannabis use and, secondly, how the gender order and recreational drug use are related to each other.
Cannabis has spread from the capital of Estonia and become part of the “mainstream” youth culture. Informal social networks are used for selling the drug. Smoking and dealing in cannabis is common for young people, and even non-smokers accept it. Cannabis use is considered to be everyone’s free choice and seen as a “natural” drug which is not as harmful as synthetic drugs are. The aim of the research has been to investigate what kinds of social sanctions and other control mechanisms (extrinsic and intrinsic) regulate cannabis use, and the risks of diminished health – both short-term and long term – which the young recreational cannabis users have experienced.
In analysing the gender order of drug use, we performed a comparative study analysing the differences between gender order and drug use in two different countries – Estonia and Russia. Different roles, responsibilities, activities and contributions of women and men are expected, allowed and encouraged in relation to different drug use contexts and countries. In this comparative study, we paid attention to many aspects concerning gender order and drug use such as the initiation to and context of drug use, hierarchy, norms and frequency and the amounts and types of drugs used in these two countries.
The analysis is based on 30 open-ended interviews with cannabis users aged 16-20 conducted in autumn 2006 under the auspices of the SAL project in Estonia. Informants were reached employing the snowball method. For the analysis of the comparative study with Russia, we used 11 interviews and field notes on Russian drug users carried out by Russian researcher, Irina Kosterina, in the framework of the SAL project in Russia. DRUG USING YOUTH GROUPS (SOCHI) IN RUSSIA
Summary
In Russian academic literature, drug use is generally approached as a “social problem” that can be “resolved” through the curbing of the supply of drugs and the punishment of drug users and traders. This approach is rooted in understandings drug use as an “escape” from harsh social reality (often linked to economic transformation and moral confusion following the collapse of the Soviet Union).The research from this case study in Sochi – a city in which young people have relatively good economic and cultural opportunities – undermines a key argument underpinning this problematising discourse. The material suggests, on the contrary, that drugs – especially “recreational drugs” – are becoming an increasingly routine (“normal”) part of the youth cultural environment.

DRUG USING YOUTH GROUPS (VORKUTA) IN RUSSIA
Summary
Drug use within the youth cultural environment is widespread and unremarkable; this means that drug users can rarely be considered to constitute distinct “subcultures”. In the context of processes of de-industrialisation and marketisation, drugs are a key commodity for sale and exchange. In the tough economic climate of the Russian far north – where geographical location means that hemp and opium based drugs cannot be locally grown, and supply routes are truncated by poor transportation links – they may become a key component of the informal economy. A key finding of this research was that the sale of drugs was one of a range of “hustling” practices – including trade in “acquired” goods and drugs, money-lending and “sorting” disputes – that were widespread among young people, whether or not they used drugs themselves.

SKINHEAD SUBCULTURE IN LITHUANIA
Summary
The object of my study is the analysis of Lithuanian skinheads’ identity, its formation and its most characteristic features. Over the research period, 39 different respondents were questioned (investigated) using a semi-structured interview method and SAL questionnaires. The nationalist skinhead subculture serves as the youth response to such global phenomena as immigration and multi-culturalism or historical multi-ethnicity. The subcultural style of nationalistic skinheads in Lithuania is elaborated due to their specific lifestyle, strong (tough) community solidarity and combativeness, the characteristics developed as solutions to the problems of global change.

XENOPHOBIC YOUTH GROUPS (VORKUTA) IN RUSSIA
Summary
Skinhead groups are not ascetic formations withdrawn from the “real”, mainstream world but groups of young people who are profoundly conscious of the world in which they live and are motivated by the need to change it. This desire to interact with and change the world leads to violent street action (in particular attacks on members of ethnic minorities and others they feel “disgrace” Russia, e.g., homeless people). However, it also means that such groups are responsive to changes in the external environment, and this case study suggested clearly that the increased threat of arrest and imprisonment for both race-related crimes and incitement to racial and ethnic hatred has had a major impact on the performance of skinheads.

The centre of attention in my research regards one of the minorities, the Muslim group. The main aim for this work was to provide explanations on the causes and consequences of the ethno-cultural processes that arise from the mutual contact of two culturally different groups – the Muslim community with the local citizens of a particular country.

VISSARION AND ANASTASIA MOVEMENTS IN LITHUANIA
Summary
The report focuses on the twin phenomena of the Vissarion (other denominations include the Last Testament Church, the United faith community and the sect of Vissarion) and the Anastasia movements. Both new religious movements (NRMs) are examined in view of offering an alternative to the mainstream forms of religion in SAL (2006-2008) research. Emphasis is placed on the importance of social and ideological contexts in the construction of alternative religious worldviews and identities as well as on the importance of group internal and external dynamics in two NRMs. Special attention is given to the role of such dynamics in the development of the post-Soviet cultural heritage and in the communication of the Western cultural influence on the religiosity of Eastern Europe.

SUBCULTURAL DYNAMICS OF THEOSOPHICAL GROUPS IN ESTONIA, LATVIA AND LITHUANIA
Summary
Daugavpils University researchers contributed to the comparative analysis of the subcultural groups in Eastern and Central Europe by first considering the social adaptation of the theosophical groups which is a quality of their relationship with the larger society and, second, by identifying the values which determine the different activities (culture, education and politics) carried out by the theosophical groups. Having modelled the subcultural dynamics resulting from the reconfiguration of values and beliefs in different theosophical groups, the researchers established a pattern of reconfiguration of values and beliefs. This model reveals the important mechanisms present in the processes of forming those subcultural groups which are based on particular doctrine.

New religious movements (NRMs) challenge societies all over the world. Several NRMs have found their inspiration in Indian religious ideas and practices or, via Indian teachers, have been directly connected to them. This subproject examined the challenges posed by the Indian religious ideas and practices brought by NRMs to post-Communist Slovakia. Employing the historical perspective to assess the degree of their spread in the country combined with the ethnographic approach to present-day followers of particularly chosen NRMs, the subproject aimed to extend knowledge about those people who claim that Indian religious ideas and practices considerably influence their lives.

RELIGIOUS ATTITUDES IN MOLDOVA: THE METROPOLITAN CHURCH OF BESSARABIA AND THE BAPTIST COMMUNITY
Summary
This chapter examines the history and present-day status of two religious and cultural groups in the Republic of Moldova (RM): the Baptist community and the Metropolitan Church of Bessarabia. The lifestyle of the two communities will be discussed in terms of their members’ dominant values, beliefs, worldviews and behaviour. The article offers a brief analyse of the specific nature of communication and relationships, both inside and outside the groups, as well as the attitudes towards them of government organisations, the media and other religious groups in Moldova. As the MCB (Metropolitan Church of Bessarabia) has broken away from the MCM (Metropolitan Church of Moldova), we also consider the conflict between the two Churches from a historical perspective by assessing its nature and effects, both on believers and on the general image of Orthodoxy.

Vytauto Didžiojo universiteto tyrėjų pranešime kalbama apie pažangą sujungiant empirinius tyrimus su formaliuoju teoriniu tobulinimu. Tokie dvejopi aspektai turi būti nedelsiant paaiškinti. Pirmasis – sujungimas – lemia esminius pakeitimus praktiškai atliekant empirinius ir teorinius darbus, jis skiriasi nuo tradiciškesnių metodų, kai stebėjimuose ir teorijoje vadovaujamasi skirtingais individualiais keliais. Antrasis – integruota veikla – užima žymiai daugiau laiko, nei tikėtasi, nes kokybės kontrolė stebėjimuose ir teorijos plėtroje reikalinga jau pirmuosiuose tobulinimo etapuose, kai pritaikomumas vis dar gali būti modifikuotas.
Šį pranešimą sudaro trys skyriai. Pirmasis – Rimo Vaišnio – „Dinaminės sistemos sukūrimo apžvalga“, pateikia dinaminių sistemų teorijos apžvalgą, t. y. kaip ją supranta fizikos mokslai ir, vis didėjančiu mastu, biologijos mokslai. Tai, kad šis teorinis požiūris prisidėjo prie problemų formulavimo ir sprendimo aprėpdamas tiek disciplinų, suteikia daug motyvacijos jį taikyti tiriant subkultūras. Vienas iš pirmųjų įnašų, kai teorija gali prisidėti prie mokslo reikalų, yra konsultacijų apie empirinės informacijos organizavimą teikimas, o šioje veikloje vienas iš pirmųjų žingsnių yra apibūdinti panašumus ir skirtumus tarp tiriamų objektų. Šio skyriaus pabaigoje yra iliustracija, kurioje panaudojami faktiniai tyrimo duomenys, gauti per projektą. Kai tik visa informacija, gauta per SAL projektą, paverčiama į tinkamą pavidalą, mes tikimės sparčios pažangos, taikant šią metodiką.
Antrasis skyrius – Andriaus Buivydo – „Modeliavimo mažose tyrimo grupėse apžvalga“, pateikia matematinio modeliavimo apžvalgą – procesą, kai nagrinėjami hipotezių, sudarytų dėl subjektų struktūros tyrimo, rezultatai. Vienas iš įdomesnių tokių rezultatų yra subjekto elgesys per tam tikrą laiką arba reakcija į kitų subjektų veiksmus. Ši veikla praplečia tyrėjo akiratį, sudarydama sąlygas greitam ir savarankiškam bei nuosekliam tyrimui, o tai gali būti ir yra naudinga paskata tolimesniam empiriniam darbui, teikiant konkrečių įrodymų apie tai, kas „neveikia“ teorijoje. Kadangi apžvalga yra didaktinio pobūdžio, pateikiamas tik labai paprastas pavyzdys –individualusis modeliavimas. Vieninteliai numatyti šio metodo trūkumai yra mokslininko vaizduotė ir aktualios empirinės informacijos buvimas.
Trečioji ir paskutinė dalis – Egidijos Ramanauskaitės – „Prisijungimo prie empirinės bazės apžvalga“, pristato procesą, per kurį etnografiniai stebėjimai transformuojami į informaciją ir ryšius, sudarančius tolesnės teorinės analizės pagrindą, teikiantis galimybę papildomiems stebėjimams. Nuostabos neturėtų sukelti tai, kad etnografinis net mažos grupės, kuri, galų gale, pati yra kompleksinis subjektas, apibūdinimas reikalauja išsamios ir atimančios daug laiko analizės. Šiame skyriuje mes pateikiame tik dalelę darbo, atlikto su nedidele pagonių grupe, tirta SAL projekto metu, pristatymą grįsdami tik keletu atrinktų požymių, tačiau labai detaliai. Toks išsamus supažindinimas rodo, kaip galima gauti prasmingą, naudingą ir vienareikšmį realių reiškinių apibūdinimą.

NEO-PAGONIŲ JAUNIMO GRUPUOTĖS (SANKT PETERBURGE) RUSIJOJE

Literatūroje iki šiol apie neo-pagonių judėjimą Rusijoje daugiausia dėmesio skirta judėjimo, kaip „pabėgimo“ formos supratimui, ir santykinės tokių judėjimų keliamos „žalos“ asmenims ir visuomenei įvertinimui. Šis tyrimas yra sutelktas į kasdienę slavų neo-pagonių grupuočių manifestaciją ir reprodukciją Sankt Peterburge. Tyrimas teigė, kad slavų neo-pagonių judėjimui sunkiai sekėsi sutarti dėl pagrindų ir tvarkos nustatymo. Nesutarimai iškildavo dėl tarpusavyje susijusių, slegiančių ideologinių ir kultūrinių komponentų, taip pat dėl tam tikrų neo-pagonių bendruomenių tapimo organizuotesnėmis požiūrio, susijusio su šiais diskursais.
ŠIUOLAIKINIS „DIEVTURI“ JUDĖJIMAS LATVIJOJE: TARP FOLKLORO IR NACIONALIZMO

„Dievturība“ judėjimas buvo įkurtas 1920 m. pabaigoje kaip alternatyvi krikščionybės ir „naujojo nacionalizmo“ sąjunga, paskelbta tradicijos išradimu šiuolaikinėje visuomenėje. „Dievturī“ judėjimo nariai laiko „Dievturība“ išskirtine latvių religija, kuri remiasi Latvijos folkloru ir nacionaline ideologija. Jie pabrėžia, kad kiekviena tauta turi savo protėvių / etninę religiją, o tautos pareiga yra rūpintis ja. „Dievturī“ pripažįsta ir laiko latvių folklorą savo etninės religijos šaltiniu. Metodai ir gauti tyrimo metu duomenys (pvz., tos srities tyrimai) puikiai paaiškina, kas yra „Dievturība“ šiuolaikinėje visuomenėje. Jie praktikuoja „Dievturība“ kaip etninę religiją, didelių pokyčių ar naujų idėjų, pritaikytų grupės doktrinai, nėra. Grupės nariai apibūdina savo dalyvavimą judėjime kaip asmenybės ugdymą ir puikią galimybę patraukliai ir įdomiai praleisti savo laisvalaikį. „Dievturī“ judėjimui nepavyko pritraukti šiuolaikinės inteligentijos ir pritapti šiais laikais, tad jis beveik nepatraukia žiniasklaidos dėmesio.

Šių grupuočių ištyrimas, renkant faktinę medžiagą keliose vidurio ir rytų Europos šalyse, rodo intensyvų jų bendravimą ir gebėjimą kurti tarptautines struktūras.

SLOVAKIJOS EKOLOGINIO KAIMO GYVENTOJAI (NOVOLAZNÍCI)

SAL projekto, sutelkto į ekologines bendruomenes Slovakijoje, tikslas buvo išaiškinti tokių bendruomenių plėtros galimybes ir perspektyvas, ypač socialines ir ekonomines sąlygas. Taip pat siekta pertvarkyti visuomenės modelius. Projektas atskleidė, kad skirtingi socialiniai, istoriniai ar geografiniai polinkiai gerokai apriboja tiek bendrą bendruomenės charakterį bei atskirų narių apraiškas kasdieniame gyvenime, tiek bendrijos vidinius santykius. Toks bendruomenės egzistavimas Slovakijos socialinėje aplinkoje byloja apie jų vystymosi skirtingas tendencijas, kurios yra priešingos panašių vakarų Europos bendruomenių tendencijoms.

EURO-INDĖNAI SLOVAKIJOJE

Slovakijoje Euro-indėnų judėjimas susikūrė 1920 m. Jis grindžiamas Šiaurės Amerikos čiabuvių, ypač gyvenusių kultūrinėje zonoje, vadinamoje „didžiosiomis lygumomis“, kultūra. Visi nagrinėjami straipsnyje klausimai susiję su jų gyvenimo būdu, pasaulėžiūra ir, iš dalies, religija. Slovakijos Euro-indėnai yra tokia subkultūros rūšis, kuri yra visiškai apolitiška ir neturi jokių ambicijų iškilti viešumon bei įsitraukti į visuomeninę veiklą. Vienas iš pagrindinių subkultūros tikslų yra gyventi sutariant su gamta, todėl šiam judėjimui labai svarbi ekologija. Jų santykio su gyventojų dauguma atžvilgiu tarp Euro-indėnų ir Slovakijos gyventojų daugumos jokio konflikto ar problemų nėra. Pagal narių skaičių Euro-indėnų judėjimas nėra labai tvirtas ir niekada nebuvo masinis. Ši SAL projekto dalis nagrinėja Slovakijos Euro-indėnų kilmę, vystymąsi, dabartinę padėtį, jų gyvenimo būdą ir jų santykius su gyventojų dauguma.

Šis tyrimas nagrinėja, kokią reikšmę turi ksenofobija kazokų judėjimams Krasnodaro regione, Pietų Rusijoje. Priešingai negu dabartinėje literatūroje, kurioje pirmiausiai aptariama kazokų organizacijų dydis ir jų įtaka politikai, šis darbas buvo sutelktas į problemas, kylančias dėl liaudies paramos kazokų judėjimui, ypač tarp jaunų žmonių pagrindiniuose regionų miestuose. Tyrimas pagrindė kazokų judėjimų svarbą tiek kaip erdvę vietos jaunimui, tiek kaip „resursus“, – ekonominius, kultūrinius, institucinius – tam, kad jaunimas regione pokyčių iki pilnametystės periodu turėtų kuo remtis ir su kuo pasitarti.

HIP-HOP’O KULTŪROS (RAKVERĖJE) ESTIJOJE

Hip-hop kultūra, prasidėjusi neturtingose atskirtose juodaodžių bendruomenėse 1970 m., tapo pasauliniu reiškiniu. 1991 m. Estija buvo ką tik atgavusi nepriklausomybę ir išsilaisvinusi nuo sovietų valdžios. Alternatyvios vertybės bei gyvenimo būdai pradėjo sklisti iš Vakarų. Dešimtojo dešimtmečio pradžioje hip-hop’o kultūra pasiekė mažą Estijos provincijos miestelį Rakverę. Šis tyrimas sutelktas į hip-hop’o kultūros globalizaciją Rakverėje. Hip-hop’as, kuris iš pradžių buvo (dažniausiai juodaodžių) vargingų kvartalų jaunimo pasakojimų apie asmeninius išgyvenimus priemonė, gali būti charakterizuojamas kaip mikrorajonuose koncentruota vyrų subkultūra su stipriai pabrėžiamu autentiškumu bei socialine kritika. Analizuodami mes koncentravomės į šiuos hip-hop’o aspektus Rakverėje: kaip orientavimas į mikrorajonus pasireiškia Rakverės hip-hop’e, kaip jis susijungia su vietiniu mentalitetu, kaip lyčių tvarka patriarchalinėje visuomenėje daro įtaką „vyriškumo kūrimui“ ir požiūriui į moteris, kokia yra autentiškumo reikšmė estiško hip-hop’o kontekste, kaip hip-hop’as yra kuriamas ir išsaugomas, kokio tipo reakcijas, susijusias su vertybėmis, orientuotomis į sėkmę, kuria estiškas hip-hop’as pereinamojo laikotarpio visuomenėje.
Tyrimas remiasi empiriniu tyrimu, atliktu pagal SAL projektą Estijoje – hip-hop’o dainų analize, serija dalyvių stebėjimų ir 16 atvirų pokalbių, atliktų nuo 2007 m. lapkričio iki 2008 m. vasaros.

PRAMOGINIAI KANAPIŲ VARTOTOJAI ESTIJOJE

Šio tyrimo tikslas buvo atkreipti dėmesį į du aspektus, susijusius su pramoginiu kanapių vartojimu Estijoje: a) kaip jauni pramoginių narkotikų vartotojai silpsta ir kovoja su kanapių vartojimo pavojais; b) kaip lyčių vartojimo ypatumai yra susiję su pramoginiu narkotikų vartojimu.
Kanapės pasklido iš Estijos sostinės ir tapo „pagrindinės“ jaunimo kultūros dalimi. Neformalūs socialiniai tinklai yra naudojami narkotikų prekybai. Kanapių rūkymas ir platinimas yra įprastas jauniems žmonėms, ir netgi priimtinas nerūkantiems. Kanapių vartojimas yra traktuojamas kaip laisvas kiekvieno žmogaus pasirinkimas. Jis laikomas „natūraliu“ narkotiku, kuris nėra toks kenksmingas kaip sintetiniai. Tyrimo tikslas buvo ištirti, kokios socialinės sankcijos ir kiti kontrolės mechanizmai (išoriniai ir vidiniai) reguliuoja kanapių vartojimą, taip pat išsiaiškinti susilpnėjusios sveikatos pavojus – tiek ilgalaikius, tiek trumpalaikius – kuriuos patyrė jaunimas laisvalaikiu vartojantis kanapes.
Nagrinėdami abiejų lyčių narkotikų vartojimą mes pritaikėme lyginamąjį tyrimą, analizuojantį abiejų lyčių narkotikų vartojimo skirtumus dviejose šalyse – Estijoje ir Rusijoje. Tarp vyrų ir moterų yra tikėtini, leidžiami ir skatinami skirtingi vaidmenys, pareigos, veiklos ir pagalba dėl skirtingų narkotikų vartojimo kontekstų ir skirtingų šalių. Šiame lyginamajame tyrime mes kreipėme dėmesį į daugelį aspektų, susijusių su abiejų lyčių narkotikų vartojimu, – narkotikų vartojimo pradžia ir kontekstas, hierarchija, normos ir dažnumas bei narkotikų kiekiai ir tipai, naudojami šiose dviejose šalyse.
Analizė yra pagrįsta 30 atvirų interviu su kanapių vartotojais nuo 16 iki 20 metų amžiaus, atliktų 2006 m. rudenį pagal SAL projektą Estijoje. Informantai buvo tiriami pasitelkiant gniūžtės metodą. Lyginamojo tyrimo su Rusija analizei mes naudojome 11 interviu ir Rusijos tyrėjos Irinos Kosterinos padarytomis pastabomis apie Rusijos narkotikų vartotojus, pagal SAL projekto Rusijoje struktūrą.

NARKOTIKUS VARTOJANČIOS JAUNIMO GRUPĖS (SOČYJE) RUSIJOJE

Rusijos mokslinėje literatūroje narkotikų vartojimas paprastai traktuojamas kaip „socialinė problema“, kuri gali būti „išspręsta“ pažabojus narkotikų pasiūlą ir narkotikų vartotojų ir prekiautojų bausmes. Šis požiūris yra įsišaknijęs narkotikų vartojimo, kaip „pabėgimo“ nuo atšiaurios socialinės tikrovės, supratimuose (dažnai susijęs su ekonomine pertvarka ir moraline sumaištimi sekusia po Sovietų Sąjungos žlugimo).
Šio atvejo tyrimas Sočyje – mieste, kuriame jaunimas turi palyginus geras ekonomines ir kultūrines galimybes – sugriauna pagrindinį argumentą, pagrindžiantį šią problemą. Medžiaga rodo priešingai, kad narkotikai – ypač „pramoginiai narkotikai“ – tampa vis įprastesne („normalia“) jaunimo kultūrinės aplinkos dalimi.

NARKOTIKUS VARTOJANČIOS JAUNIMO GRUPĖS (VORKUTOJE) RUSIJOJE

Narkotikų vartojimas jaunimo kultūrinėje aplinkoje yra plačiai paplitęs ir niekuo neišsiskiriantis, o tai reiškia, kad narkotikų vartotojai retai kada gali būti išskiriami kaip besilaikantys kitokios gyvensenos. De-industrializacijos ir marketizacijos procesų kontekste narkotikai yra pagrindinė pardavimo ir keitimo prekė. Šiaurės Rusijoje narkotikai, dėl sunkios ekonominės situacijos gali tapti pagrindine juodosios ekonomikos dalimi. Tai lemia Šiaurės Rusijos geografinė padėtis, netinkama auginti kanapėms ir narkotikams opiumo pagrindu. Prekės pirkėjų tiesiogiai nepasiekia dėl sunkių transportavimo sąlygų, dėl to klesti perpardavinėtojai. Pagrindinė šio tyrimo išvada tokia: narkotikų prekyba buvo viena iš „sukčiavimo“ veikų – įskaitant prekybą „įsigytais“ daiktais ir vaistais, pinigų skolinimą ir „rūšiavimo“ ginčus – kurios buvo plačiai paplitusios tarp jaunų žmonių, nepriklausomai nuo to, ar jie patys vartojo narkotikus.

Tyrimas atliktas Rusijos Tatarstano Respublikoje kaip dalis tarptautinio ES 6BP projekto „Visuomenė ir gyvenimo būdai“ (2006–2008). Įrodyta, kad jaunimo nusikalstamos grupuotės palaipsniui praranda savo „vietą“ neinstitucinių veiklų arenoje ir yra pakeičiamos skustagalvių grupuočių, kurios paskutiniais metais tampa vis aktyvesnės.

SKUSTAGALVIŲ SUBKULTŪRA LIETUVOJE

Mano tyrimo objektas yra Lietuvos skustagalvių tapatumo, jo formavimosi ir charakteristikai būdingiausių bruožų analizė. Tyrimo laikotarpiu buvo apklausti (ištirti) 39 skirtingi respondentai, naudojant pusiau struktūrinį interviu metodą ir SAL klausimynus. Nacionalistų skustagalvių subkultūra pasitarnauja kaip jaunimo atsakas į tokį globalinį reiškinį kaip imigracija ir daugiakultūralizmas arba istorinis daugiatautiškumas. Nacionalistinių skustagalvių gyvensenos stilius Lietuvoje yra detalizuojamas dėl savo specifinio gyvenimo būdo, didelio (atkaklaus) bendruomenės solidarumo ir karingumo, savybių, kurios buvo suformuotos kaip sprendimai globalinių pokyčių problemoms.

KSENOFOBINĖS JAUNIMO GRUPĖS (VORKUTOJE) RUSIJOJE

Skustagalvių grupuotės nėra atskirai susiformavusios grupuotės atskilusios nuo „tikro“ vyraujančio pasaulio, bet tai grupės jaunų žmonių, kurie yra nepaprastai suvokiantys pasaulį, kuriame gyvena ir yra motyvuojami poreikio jį pakeisti. Šis troškimas paveikti ir pakeisti pasaulį veda prie smurtinių gatvės veiksmų (ypatingai etninių mažumų atstovų užpuolimai, bei tų, kurie jų manymu yra Rusijos „gėda“, pavyzdžiui benamiai). Tačiau tai taip pat reiškia, kad tokios grupės reaguoja į išorinės aplinkos pokyčius, ir šio atvejo tyrimas įrodė, kad padidėjusi arešto ir įkalinimo grėsmė tiek už rasistinius nusikaltimus, tiek už rasistinės ir etninės neapykantos kurstymą, turėjo didelį poveikį skustagalvių darbams.

MUSULMONAI SLOVAKIJOJE

Mano tyrimo pagrindinis dėmesys skiriamas vienai iš mažumų, musulmonų grupei. Pagrindinis šio darbo tikslas yra pateikti etnokultūrinių procesų, kurie iškyla iš abipusės dviejų kultūriškai skirtingų grupių – musulmonų bendruomenės ir vietinių piliečių tam tikroje šalyje – sąveikos, priežasčių ir pasekmių paaiškinimus.
Mano tyrime dėmesio centre yra musulmonų subkultūra Slovakijoje, būtent afganų mažumos grupė. Teoriniai pradiniai taškai yra paremti sekančiais tyrimais:

Romų bendruomenės sudaro labai struktūrizuotą subkultūrą vengrų visuomenėje. Egzistuoja etniniu, ekonominiu, lokaliniu ir tradiciniu aspektais sukurtos grupės. Šios grupės pasižymi skirtingais gyvenimo būdais, tačiau egzistuoja bendras etninis tapatumas. Jo apraiška yra susijusi su ekonomine krize, augančiu politinių Romų organizacijų radikalizmu ir besiplečiančia nusistatymo prieš čigonus pozicija didžiojoje visuomenės dalyje.

Ataskaitoje susitelkiama ties dvireiškiniu Visariono (kiti pavadinimai apima Paskutinio Testamento bažnyčią, Jungtinę tikėjimo bendruomenę ir Visariono sektą) ir Anastasijos judėjimais. Abu naujieji religiniai judėjimai (NRJ) yra nagrinėjami siūlant alternatyvą vyraujančioms religijos formoms SAL (2006–2008) tyrime. Yra pabrėžiama tiek socialinio ir ideologinio kontekstų svarba, kuriant alternatyvias religines pasaulėžiūras ir tapatybes, tiek vidinės ir išorinės kaitos svarba abiejuose NRJ. Ypatingas dėmesys skiriamas šiai kaitai vystant posovietinį kultūrinį paveldą ir Vakarų kultūros įtakai Rytų Europos religingumui.

SUBKULTŪRINĖ TEOSOFINIŲ GRUPIŲ DINAMIKA ESTIJOJE, LATVIJOJE IR LIETUVOJE
Santrauka
Daugpilio universiteto mokslininkai prisidėjo prie lyginamosios subkultūrinių grupių analizės Centrinėje ir Rytų Europoje. Pirmiausiai atsižvelgta į teosofinių grupių socialinį prisitaikymą, kuris yra jų santykio su didesniąja visuomenės dalimi kokybės garantas. Antra, nustatytos vertybės, lemiančios skirtingas veiklas (kultūrą, švietimą ir politiką), kurias vykdo teosofinės grupės. Turėdami sumodeliuotą sukultūrinę dinamiką, kilusią dėl vertybių ir įsitikinimų pertvarkymo skirtingose teosofinėse grupėse, tyrinėtojai nustatė vertybių ir įsitikinimų pertvarkymo modelį. Šis modelis atskleidžia svarbius mechanizmus, esančius šių subkultūrinių grupių, paremtų tam tikromis doktrinomis, formavimo procesuose.

INDIJOS RELIGIJOS ĮKVĖPTŲ NAUJŲ RELIGINIŲ JUDĖJIMŲ SLOVAKIJOJE KONCEPTUALI STRUKTŪRA

Naujieji religiniai judėjimai (NRJ) iššūkis visuomenėms visame pasaulyje. Keletą NRJ įkvėpė Indijos religinės idėjos. Projektas ištyrė sunkumus postkomunistinėje Slovakijoje, atsiradusius dėl religinių Indijos idėjų, kurias atnešė NRJ. Jų sklaidos šalyje laipsnio įvertinimui panaudojama istorinė perspektyva, kuri etnografiškai prijungiama prie tam tikrų naujų religinių judėjimų šiandieninių pasekėjų. Projektas siekia išplėsti žinias apie žmones, tvirtinančius, jog indiškos religinės idėjos stipriai įtakoja jų gyvenimus.

Šis straipsnis apžvelgia istoriją ir šiandieninę padėtį dviejų religinių ir kultūrinių grupių Moldovos Respublikoje: baptistų bendruomenę ir Besarabijos metropolitanų bažnyčią. Abiejų bendruomenių gyvenimo būdai bus svarstomi atsižvelgiant į jų narių dominuojančias vertybes, įsitikinimus, pasaulėžiūras ir elgesį. Straipsnis siūlo ne tik trumpą specifinio pobūdžio ryšių ir santykių analizę, tiek grupėje, tiek ir už jos ribų, bet ir vyriausybės organizacijų, žiniasklaidos ir kitų religinių grupių Moldovoje požiūrius į juos. Kadangi Besarabijos metropolitanų bažnyčia atskilo nuo Moldovos metropolitanų bažnyčios, mes taip pat apžvelgiame konfliktą tarp dviejų bažnyčių, žvelgiant iš istorinės perspektyvos, įvertinant jo pobūdį bei rezultatus ne tik tikintiesiems, bet ir bendram stačiatikybės įvaizdžiui.

Nekilnojamojo kultūros paveldo pokyčių tyrimai Lietuvos regioniniuose parkuose

Teisės aktų analizės ir paveldo objektų būklės tyrimo rezultatai rodo, kad esamomis paveldosaugos priemonėmis nebegalima sustabdyti kultūros paveldo negatyvių pokyčių. Teorine ir praktine prasme, nekilnojamojo kultūros paveldo kaip istorinės atminties ir kultūros turto, o taip pat kaip turizmo ištekliaus ir kultūrinio kraštovaizdžio savasties komponento kaitos, panaudos ir išsaugojimo problema nėra kompleksiškai tirta ne tik Lietuvoje, bet ir kaimyninėse šalyse. Sprendžiant šią problemą, daugelyje pasaulio šalių išskirtinis vaidmuo tenka saugomoms teritorijoms [Smart G., Anderson M., 1990; Fairclough G., 1999; Thomas L., Middleton J., 2003]. Nors Lietuvos saugomų teritorijų steigimo bei jų tinklo kūrimo teorinį ir praktinį pagrindą sudarė gamtosauginės nuostatos, tačiau saugomų teritorijų teisės dokumentuose nurodoma, kad kompleksinių saugomų teritorijų paskirtis – išsaugoti, atkurti ir panaudoti kultūriniu požiūriu vertingiausius kraštovaizdžio kompleksus bei kultūros objektus. Po Nepriklausomybės atkūrimo Lietuvoje pradėtas skirti didesnis dėmesys nekilnojamojo kultūros paveldo išsaugojimui saugomose teritorijose, ypač regioniniuose parkuose, tačiau paveldo nykimo grėsmė neišnyko. Paveldosaugos nuostatų nepaisymas ir saugomų teritorijų sistemos teisinės bazės transformacijos daro stiprų poveikį nekilnojamojo kultūros paveldo būklės pasikeitimams Lietuvos kompleksinėse saugomose teritorijose regioniniuose parkuose.
Straipsnyje aptariami nekilnojamojo kultūros paveldo kiekybinių ir kokybinių pokyčių regioniniuose parkuose tyrimų rezultatai, kurie gauti atlikus paveldo vertinimą vietose remiantis autorės siūloma nekilnojamojo kultūros paveldo pokyčių tyrimo paradigma.

1. Įvadas
Po Nepriklausomybės atkūrimo mūsų šalyje įsteigta 30 regioninių parkų, kurie sudaro net 54 (446 tūkst. ha) visų Lietuvos saugomų teritorijų ploto ir yra įsteigti sukultūrinto kraštovaizdžio vietovėse. Pagal Tarptautinės gamtos ir gamtos išteklių išsaugojimo sąjungos (IUCN) rekomendacijas, nacionaliniai parkai steigiami gamtosauginiais interesais didelėms gamtinėms teritorijoms saugoti, o regioniniai parkai – sukultūrinto kraštovaizdžio išskirtinėms vietovėms išsaugoti, teikiant prioritetą kraštovaizdžio vertybių naudojimui ir tvarkymui pažintinės rekreacijos reikmėms [Parks for Life, 1994].
Regioniniuose parkuose esančio nekilnojamojo kultūros paveldo panaudojimas naujomis aplinkybėmis skatina jo renovaciją ir net konversiją. Tačiau inovaciniai procesai sunkiai suderinami su autentiškumo išsaugojimu, o sistemingo ir pastovaus paveldo kokybinio ir kiekybinio kaitos stebėjimo mechanizmo nėra parengta. Nevykdomas kultūros paveldo ir paveldosaugos krypčių monitoringas, nors kultūros paveldo saugomose teritorijose apsaugos pagrindinis tikslas – išsaugoti visas išaiškintas paveldo vertybes, išlaikyti regionų kultūrinius savitumus, o pagrindinis saugomų teritorijų plėtros tikslas – užtikrinti svarbiausių Lietuvos gamtos ir kultūros vertybių apsaugą ir priartinti jos lygį prie kitų Europos šalių lygio, taip pat pritaikyti paveldo vadybą prie naujų ekonominių ir socialinių sąlygų [Valstybinės saugomų teritorijų tarnybos prie aplinkos ministerijos nuostatai, 2007].
Straipsnio tikslas aptarti Lietuvos regioninių parkų nekilnojamojo kultūros paveldo apsaugos bei panaudos problemas, įvertinti kiekybinius ir kokybinius pokyčius, pateikti paveldo pokyčių vertinimo metodines nuostatas, parengtas remiantis stebėsenos (monitoringo) principais, kurios padėtų užtikrinti vertingųjų nekilnojamojo kultūros paveldo savybių išsaugojimą.
2. Nekilnojamojo kultūros paveldo pokyčių tyrimo paradigma
Nekilnojamojo kultūros paveldo pokyčių samprata ir kaitos tendencijos. Nekilnojamojo kultūros paveldo pokyčius galima apibūdinti kaip fiksuotą fizinį paveldo pakitimą, pasireiškiantį vertingųjų savybių transformacijomis, objekto būklės blogėjimu / gerėjimu, struktūros ar kompleksiškumo kaita per laiko slinktį.
Bendrąja prasme kaita suvokiama kaip tam tikrų savybių pasikeitimas veikiant išorės ir vidaus veiksniams. Dabartiniame lietuvių kalbos aiškinamajame žodyne kaita apibūdinama kaip tam tikras keitimasis ir suvokiama daugiau lingvistine prasme [Dabartinis lietuvių kalbos žodynas, 2002.]. Tuo tarpu įvairių krypčių mokslinėje literatūroje vien tik kaitos sąvoka retai vartojama, paprastai nurodomos kaitos sąsajos su kokia nors sfera ar konkrečiu objektu, pvz.: klimato kaita, demografinė kaita, socialinės aplinkos kaita ir kt. Pastebėta, jog kaitos samprata dažnai vartojama ir pagrįstai išnagrinėta ekonomikos bei vadybos sferose, aptariant įmonių bei organizacijų valdymą bei vykstančius jose pasikeitimus [Stoškus S., Beržinskienė D., 2005]. Paprastai kaitos sąvoka žymi procesą arba veiksmą, tuo tarpu pokyčiu vadinamas jau įvykęs konkrečių objekto savybių pasikeitimas. Pagal pobūdį pokyčiai gali būti atsitiktiniai arba vykdomi siekiant tobulinti ar net iš esmės keisti vienus ar kitus elementus [Quinn J.B., 1980; Magnusen K., 1981].
Paveldosaugos veikloje tiek kaitos, tiek ir pokyčių sąvokos retai sutinkamos, nes paveldo apsauga paremta paveldo objektų vertingųjų savybių bei fizinės būklės išsaugojimu, o visas eksterjerinėje aplinkoje esantis kultūros paveldas traktuojamas kaip statiškas ir nekintantis vertybinis objektas. Tokiu būdu paveldo pokyčių sąvoka įgauna negatyvią prasmę, nes vartojama tik tuomet, kai kalbama apie objektų autentiškumo ar kitų vertingųjų savybių praradimą. Tačiau nekilnojamojo kultūros paveldo pokyčiai yra sudėtingas reiškinys, galintis turėti tiek negatyvių, tiek pozityvių kaitos pasekmių, kur negatyvūs paveldo pokyčiai paremti destrukcine intervencija, o pozityvūs paveldo išsaugojimui būtinomis intervencijomis [Ashwort G., Howard P., 2008].
Nekilnojamojo kultūros paveldo pokyčiams Lietuvoje turėjo įtakos daugelis veiksnių: ekonominiai, socialiniai, teisiniai ir daugelis kt., kuriuos galima būtų skirti į išorinio bei vidinio poveikio veiksnius. Išoriniai veiksniai pasireiškia netiesioginiu poveikiu paveldo objektams ir reiškiasi kaip bendrieji, veikiantys visas paveldo vertybių grupes veiksniai. Išorinis poveikis pasižymi daugiau materialios arba fizinės objekto kaitos požymiais. Vidinio poveikio veiksniai pasižymi tiek materialiais arba fiziniais paveldo objekto kaitos požymiais tiek ir idėjinio arba dvasinio objekto įprasminimo reikšmės pokyčiu. Dvasinio/idėjinio reikšmingumo kaita pasireiškia: istorinės atminties įprasminimu; filotopinės vertės pokyčiais; tradicijų niveliavimu; etinių pagrindų nepaisymu; ryšio su gamta ir kultūrine aplinka praradimu [Minkevičius J., 2005.] ir kt.
Analizuojant paveldosaugos sistemos veiklą Lietuvoje iki ir po Nepriklausomybės atkūrimo išryškėja tokios pagrindinės nuostatos:
• sovietmečiu vyrauja prieštaringa (dviprasmiška) politinė ir paveldosauginė veikla. Šiuo laikotarpiu didžiausias transformacijas patyrė sakraliniai objektai, buv. dvarų sodybos, etnografinės vertybės;
• po Nepriklausomybės atkūrimo pastebėti šie paveldo pokyčius nulėmę pagrindiniai veiksniai: netinkamas objektų privatizavimas, socialinės-ekonominės sąlygos, nesavalaikis tvarkymas, informacijos bei švietėjiškos veiklos stoka ir kt.
Lietuvos saugomų teritorijų sistemos analizė parodė, kad kompleksinėse saugomose teritorijose esančių paveldo objektų būklės kaitai po Nepriklausomybės atkūrimo labiausiai įtakos turėjo procesai, susiję su žemės ir miško grąžinimu buvusiems savininkams, miškų naudojimo intensyvinimas, statybų intervencija, administracinės tvarkos ir atsakomybės silpnėjimas, informacijos nepakankamumas. Šie procesai dažniau reiškiasi regioniniuose ir nacionaliniuose parkuose, taip pat šiuo metu nepakankamai kontroliuojamuose konservacinės paskirties saugomose teritorijose - draustiniuose.
Šaltinių analizė arba teoriniai tyrimai parodė, kad svarbiausieji nekilnojamojo kultūros paveldo objektų kintantys elementai: objekto aplinka, pats objektas bei objekto detalės ir šių elementų kintamosios savybės: autentiškumas, reikšmingumas, estetinis patrauklumas bei fizinė būklė. Kintamųjų savybių transformacijos nulemia kultūros paveldo kaip vertybės pokyčius bei svarbą (1 pav.).
Nuolat vykstant įvairiakrypčiams paveldo objektų kaitos procesams – būtinas pastovus nekilnojamojo kultūros paveldo pokyčių vertinimas bei kaitos procesus reglamentuojantis teisinis mechanizmas. Tuo tarpu nei Lietuvos, nei tarptautinė teisinė bazė nekilnojamojo kultūros paveldo pokyčių nereglamentuoja, t.y. kultūros paveldo pokyčių apibrėžimo bei kaitos reguliavimo priemonių svarbiausiuose paveldosaugos srities Lietuvos bei tarptautiniuose teisiniuose dokumentuose nėra. Tarptautiniai teisiniai dokumentai įvardina kai kuriuos kaitą įtakojančius veiksnius: socialinius, ekonominius, politinius ir kt., tuo tarpu nacionalinėje teisinėje bazėje, kuri iš esmės turėtų remtis tarptautiniais dokumentais, galimas kaitos reglamentavimas bei kaitos apsaugos kryptys nusakomos labai miglotai arba visai neminimos. Pavyzdžiui: Lietuvos Respublikos nekilnojamojo kultūros paveldo apsaugos įstatymu apibrėžiamos tvarkybos bei atgaivinimo (reabilitacijos) priemonės, kurios galėtų pasitarnauti paveldo objektų pokyčių pasekmių likvidavimui; Lietuvos Respublikos aplinkos monitoringo įstatymo pakeitimo įstatymas reglamentuoja tik gamtinių elementų pokyčius, dalinai kraštovaizdžio (kaip visumos), tačiau nekilnojamojo kultūros paveldo, kaip sudėtinės kultūrinio kraštovaizdžio dalies – nereglamentuoja.
Tokiu būdu, galima daryti prielaidą, jog Lietuvoje, nesant nekilnojamojo kultūros paveldo kaitos reguliavimo mechanizmo, nesuprantant paveldo pokyčių nustatymo svarbos, neįvardijant kultūros paveldo evoliucijos tęstinumo užtikrinimo ir toliau vyks nepageidaujami kultūros paveldo objektų kaitos procesai.

Nekilnojamojo kultūros paveldo pokyčių vertinimas. Kraštovaizdžio pokyčiai nustatomi ir vertinami atliekant monitoringą. Taip pat ir nekilnojamojo kultūros paveldo pokyčių, kaip sudėtinės kraštovaizdžio dalies kaitos fiksavimas gali remtis stebėsenos (monitoringo) principais. Tokiu būdu, pagrindinio kaitos nustatymo – monitoringo tikslu tampa – sistemingas pokyčių stebėjimas, analizavimas ir prognozavimas, tiriant aplinkos būklę, nustatant gamtinių sąlygų bei antropogeninio poveikio sąlygotus pokyčius [Valstybinė aplinkos monitoringo programa, 1998].
Nekilnojamojo kultūros paveldo monitoringo sistema Europoje pagrįstai gali būti siejama su tarptautine veikla - Europos sąjungos valstybių vykdoma programa DEMOTEC (Development of a Monitoring System for Cultural Heritage), kurios oficiali veikla prasidėjo 2003 metais Norvegijoje ir šiuo metu apima daugelį Europos šalių: Norvegiją, Suomiją, Švediją, Lietuvą, Didžiąją Britaniją, Italiją, Estiją, Vokietiją. Šio projekto kuravimo teisės suteiktos NIKU (Norwegian Institute for Cultural Heritage Research). Nekilnojamojo kultūros paveldo objektų tyrime, remiantis šiuo projektu, išskiriamos tokios pagrindinės monitoringo dalys:
• retrospektyvinis monitoringas, kurio metu nustatoma objekto ar teritorijos pirminė fizinė būklė, aplinkos poveikio rizika ir preliminarios apsaugos rekomendacijos, nagrinėjant archyvinius duomenis;
• diagnostinis monitoringas, kurio metu atliekamas objektų „testavimas“, lyginami nukrypimai nuo normos, susiję su fizine būkle, aplinkos poveikio rizika ir pateikiamos apsaugos rekomendacijos;
• sisteminis monitoringas, kurio metu parengiamos ataskaitos su rekomendacijomis paveldo objektų apsaugai penkeriems metams [EU-Project DEMOTEC-A., 2004.].
Rusijos federacijoje nekilnojamojo kultūros paveldo monitoringo sistema vystoma nuo 1998 m. Čia vykdomi tyrimai bei projektai daugiausia susiję su nekilnojamojo kultūros paveldo ekologiniu monitoringu.
Rusijos Federacijos teisinėje bazėje dominuoja įvairūs dokumentai, susiję su paveldo monitoringiniais tyrimais: įsakymas „Об утверждения порядка проведения общеросийского мониторинга состояния и использования памятников истории и культуры“, įstatymas „Oб объектах культурного наследия (памятниках истории и культуры) народов Росийской Федерации“, pastarasis tik kiek kitokiu pavadinimu egzistuoja ir mūsų šalyje, tačiau rusiškojo įstatymo 39 straipsnis nurodo, jog turi būti vykdomas reguliarus informacijos atnaujinimas apie objekto būklę, periodiškai atliekant objektų kaitos stebėseną (monitoringą) 5 metų cikle [Приказ „Об утверждения...“, 2002; Закон „Oб объектах...“, 2002].
Rusijos Federacijos pavyzdžiu, objektų monitoringas remiasi tokia analize:
• duomenų surinkimas. Bendradarbiaujant su kitais duomenų bankais sukaupiama informacija apie NKP objektą, reikalinga objekto išsaugojimui (duomenys apie objekto techninę būklę, objekto apsaugos zonas, fotofiksacija ir kt.). Jei suteiktų duomenų nepakanka, kreipiamasi į kitas informacines bazes;
• duomenų analizė ir apdorojimas. Nustačius monitoringinio vertinimo reikšmę, pateikiami projektiniai siūlymai apsaugos reglamentavimui;
• rezultatų pateikimas. Turint monitoringo tyrimų rezultatus pagal juos įnešami pataisymai į registro informacinę bazę.
Tuo tarpu Rusijos Federacijos monitoringo informacinė sistema paremta šiomis informacinėmis duomenų bazėmis:
• valstybiniu kultūros paveldo objektų registru;
• dokumentų atrankos duomenų banku;
• istoriniu-kultūriniu atraminiu planu.
Rusijoje ekologinio monitoringo paveldo tyrimai vykdomi visoje teritorijoje, išaiškinant ekologinių faktorių poveikį nekilnojamajam kultūros paveldui. Šiuo požiūriu atliktas tiriamasis darbas „Экологический мониторинг культурного наследия“ svarbus metodiniu pagrindu bei įdirbiu - , kuris orientuotas į gamtinės aplinkos poveikio paveldui nustatymą ir fiksavimą [Веденин Ю. А., 1998; Веденин Ю. А., Кулешова М. Е., 2004].
Lietuvoje nekilnojamojo kultūros paveldo monitoringas apibrėžtas Lietuvos Respublikos nekilnojamojo kultūros paveldo apsaugos įstatyme, kur išskirta stebėsenos (monitoringo) sąvoka - apibudinama kaip kultūros paveldo objektų, vietovių periodinis būklės ir jos kitimo stebėjimas, fiksavimas, vertingąsias savybes naikinančių ar žalojančių poveikių vertinimas, apibendrinimas ir prognozavimas.
2005 m. patvirtintose nekilnojamojo kultūros paveldo objektų stebėsenos taisyklėse pateikiamas kultūros paveldo objektų būklės vertinimas, kuris išreiškiamas penkių balų sistema, o vertinamoji objekto būklė yra: vertingųjų savybių būklės pokytis, fizinės būklės pokytis, aplinkos būklės pokytis [Lietuvos Respublikos Kultūros ministro įsakymas „Dėl nekilnojamojo kultūros paveldo objektų stebėsenos taisyklių patvirtinimo“, 2005; 2007 m. Kultūros paveldo departamento metinė ataskaita, VII skyrius: nekilnojamojo kultūros paveldo saugojimas]. Tačiau ši vertinimo sistema detalesnės metodikos neturi, todėl pripažįstama kaip subjektyvi, nes vertinimas priklauso nuo vertintojo supratimo apie paveldo objektų vertingąsias savybes ir jų pokytį bei fizinės būklės pakitimus.
Pradinis nekilnojamojo kultūros paveldo pokyčių vertinimas Lietuvoje atliktas prisilaikant UNESCO keliamų paveldo objektų monitoringo reikalavimų. Šis tyrimas paremtas ekspertiniu vertinimu pildant komisijos parengtą klausimyną [Ataskaita apie dalyvavimą UNESCO Pasaulio kultūros..., 2005] ir vykdant urbanizuotos aplinkos pokyčių fiksavimą. Tuo tarpu nekilnojamojo kultūros paveldo pokyčių vertinimas kaimo arba mažai urbanizuotose teritorijose nėra vykdomas, nėra patvirtintos vieningos monitoringo programos bei tyrimų metodikos.
Autorės siūlomos nekilnojamojo kultūros paveldo pokyčių tyrimams parengtos paradigmos pagrindą sudaro tokios dalys (2 pav.):
• paruošiamieji tyrimai:
- tyrimo teritorijos atranka;
• retrospektyvinis monitoringas:
- tyrimo objekto atranka bei paveldo objektų archyvinių duomenų analizė;
• diagnostinis monitoringas:
- kiekybinių pokyčių analizė;
- kokybinių pokyčių analizė;
• sisteminis monitoringas:
- rezultatų apibendrinimas;
- išvadų formulavimas bei pokyčių prognozavimas.
Paruošiamieji tyrimai skirti nekilnojamojo kultūros paveldo pokyčių vertinimo teritorijos (teritorinio tyrimo edifikatoriaus) atrankai. Šių tyrimų tikslas – išaiškinti nekilnojamojo kultūros paveldo vystymui, panaudai ir išsaugojimui palankias teritorijas, remiantis kompleksinių saugomų teritorijų sklaida.
Teritorinių tyrimo edifikatorių atranka, priklausomai nuo tyrimų apimties, gali būti vykdoma dviem kryptimis:
• regioninio parko kaip teritorinio tyrimo edifikatoriaus atranka;
• regioniniame parke esančios teritorijos, kaip teritorinio tyrimo edifikatoriaus atranka.
Autorė siūlo nekilnojamojo kultūros paveldo monitoringo tyrimus vykdyti tuose regioniniuose parkuose, kurie sutampa su Lietuvos rekreacinio potencialo teritorijomis; registruoto nekilnojamojo kultūros paveldo teritorijomis bei paveldo vertybių sankaupos arealais.
Regioninio parko dalies, kaip teritorinio tyrimo edifikatoriaus atranka paremta lokalios teritorijos, kuri pasižymi registruoto nekilnojamojo kultūros paveldo gausa ir įvairovė, fiksavimu (remiantis regioninio parko teritorijoje išskirtomis funkcinėmis zonomis) ir teritorijos, kurioje fiksuota daugiausia paveldo objektų pokyčių, parinkimu (remiantis regioninio parko teritorijoje išskirtomis funkcinėmis zonomis).
Retrospektyvinis monitoringas – remiasi tyrimo objektų identifikavimu, archyvinių duomenų surinkimu apie tiriamus paveldo objektus bei pirminės fizinės būklės bei kultūrinės vertės apibudinimu.
Tyrimo objekto atranka paremta paveldo objektų, patenkančių į valstybinius, vietinius (savivaldybių) ir regioninio parko apskaitos sąrašus bei patiriančių daugiausia transformacijų - išskyrimu bei sisteminimu.
Diagnostinis monitoringas – tai vienas svarbiausių nekilnojamojo kultūros paveldo kaitos vertinimo etapų, padedančių nustatyti kiekybinius ir kokybinius paveldo pokyčius.
Kiekybinių pokyčių analizė paremta fiksuotoje teritorijoje esančių paveldo objektų skaičiaus pakitimo fiksavimu. Šių tyrimų pagrindą sudaro:
• archyvinių duomenų analizės metu gauti duomenys apie paveldo objekto kiekį tiriamoje teritorijoje;
• vietose sutikslinamas paveldo objektų kiekis tiriamoje teritorijoje.
Kokybinių pokyčių analizė remiasi nekilnojamojo kultūros paveldo objektų vertingųjų savybių ir fizinės būklės įvertinimu vietose bei sociologine apklausa. Paveldo objektų vertingųjų savybių pokyčių nustatymas susideda iš vertės pakitimų fiksavimo, o fizinės būklės vertinimas paremtas objekto, jo detalių bei aplinkos fizinių savybių nustatymu.
Sisteminis monitoringas – remiasi rezultatų apibendrinimu bei tyrimo duomenų pateikimu ataskaitos forma.
Rezultatų apibendrinimas paremtas sisteminimo bei duomenų apdorojimo metodais, priklausomai nuo tyrimų rūšies:
• kiekybinių pokyčių tyrimų apibendrinimas remiasi kiekybinių rodiklių, kurie pateikiami skaičiais, apdorojimu matematiniu metodu;
• kokybinių pokyčių tyrimų rezultatai apdorojami remiantis palyginamąja bei kvalimetrine analize – vertinant kokybinius pokyčius kiekybiniu aspektu [Kavaliauskas P., 1992]. Tyrimo duomenys pateikiami rašytine ataskaitos forma.
Nekilnojamojo kultūros paveldo pokyčių tyrimų rezultatus rekomenduojama fiksuoti skaitmeninėje duomenų bazėje. Sisteminga nekilnojamojo kultūros paveldo objektų priežiūra ir fiksavimas užkirstų kelią sparčiam paveldo objektų nykimui, o tyrimų rezultatai pasitarnautų paveldo objektų pokyčių nustatymui; nykstančių objekto vertingųjų savybių fiksavimui; didžiausias kiekybines bei kokybines transformacijas patiriančių objektų identifikavimui; paveldo objektų pokyčių prognozavimui.

3. Paveldo pokyčių tyrimų rezultatai
Nekilnojamojo kultūros paveldo pokyčių reguliavimo dinamika regioniniuose parkuose remiantis parkų formavimosi etapais. Regioninių parkų formavimąsi po Nepriklausomybės atkūrimo galima skirstyti į tokus pagrindinius etapus:
• I-asis - 1990-1992 m. – regioninių parkų kūrimosi bei įsteigimo laikotarpis. Šiame laikotarpyje, formuojantis regioniniams parkams, patvirtintos už regioninių parkų apsaugą atsakingos administruojančios įstaigos, rengiama įstatyminė bazė. Išryškėjęs žinybų bei įstatyminės bazės pasidalinimas suvaržė nekilnojamojo kultūros paveldo objektų panaudos galimybes;
• II-asis laikotarpis - 1992-2000 m. – pirmojo etapo planavimo schemų, parko ribų ir zonų patvirtinimas. Didžiausias dėmesys kreiptas į regioninių parkų planavimo schemų, parko ribų bei funkcinių zonų nustatymą bei patvirtinimą. Šiuo laikotarpiu inventorizuotas paveldas, esantis regioninio parko teritorijoje, nustatyta jo fizinė būklė ir kultūrinė vertė. Nekilnojamojo kultūros paveldo objektų pokyčiai atskirai nefiksuoti, tačiau šiuo laikotarpiu išryškėjo paveldo nykimo priežastys: nesavalaikis paveldo objektų tvarkymas, nes dėmesys buvo skiriamas dar išlikusių paveldo objektų sutikslinimui vietose ir jo apskaitai, bet ne praktinio pobūdžio saugojamajai veiklai;
• III-asis laikotarpis - 2001-2009 m. – regioninių parkų planavimo schemų, parko ribų ir zonų korektūrų patvirtinimas. Šiame etape dėmesys skiriamas planavimo schemų tikslinimui. Tai susiję ir su paveldo apsaugos ypatumais regioniniuose parkuose. Šiuo laikotarpiu Kultūros paveldo departamento iniciatyva pradėta kalbėti apie nekilnojamojo kultūros paveldo objektų, esančių ne tik urbanizuotoje teritorijoje, bet ir kaimo vietovėse - monitoringinius tyrimus.
Tyrimų rezultatai. Atlikus paruošiamuosius tyrimus nustatytos tyrimo teritorijos – regioniniai parkai. Šios saugomos teritorijos skirtos rekreacijos veiklai plėtoti, dėl to paveldo objektai šiose teritorijose labiau pritaikomi šiandienos poreikiams (turizmui bei rekreacijai). Kiekybiniai paveldo pokyčių tyrimai atlikti regioniniuose parkuose, kurie sutampa su Lietuvos teritorijos bendrajame plane išskirtomis rekreacinio potencialo ir kultūros paveldo sankaupų vietovėmis, tai – Neries, Varnių, Panemunių, Metelių, Veisiejų, Salantų bei Pagramančio RP. Tuo tarpu kokybiniai nekilnojamojo kultūros paveldo pokyčių tyrimai atlikti tuose regioniniuose parkuose, kurie pasižymi statybinio paveldo gausa, tai – Dieveniškių istorinis, Varnių, Salantų bei Panemunių regioniniai parkai.
Nekilnojamojo kultūros paveldo objektų kiekybinių pokyčių tyrimai paremti archyvinių duomenų analize bei objektų sutikslinimu vietose. Atlikus archyvinius tyrimus, nustatytas saugomų ir saugotinų nekilnojamųjų kultūros paveldo objektų kiekis ir teritorinė sklaida. Pastebėta, kad nekilnojamųjų kultūros paveldo objektų valstybinėje apskaitoje po Nepriklausomybės atkūrimo sumažėjo 27%. Pagrindinės paveldo objektų kiekybinių pakitimų regioniniuose parkuose priežastys: užsitęsęs objektų inventorizavimas, finansinės paramos stoka, nesavalaikė objektų priežiūra, netinkamas privatizavimas, objektų panaudos problema.
Atlikti kiekybiniai nekilnojamojo kultūros paveldo tyrimai regioniniuose parkuose parodė, kad didžiausią kiekį registruoto nekilnojamojo kultūros paveldo sudaro archeologijos vertybės. Istorijos ir architektūros vertybės sudaro mažiau nei ketvirtadalį saugomų objektų tirtuose parkuose. Didžiausią saugomo paveldo dalį šiose teritorijose sudaro „negyvybingos“ vertybės, kurių panauda ir pritaikymas šiandienos poreikiams yra nutrūkęs.
Procentinis paveldo objektų skaičius tirtuose regioniniuose parkuose pagal nekilnojamojo kultūros paveldo struktūrinius dėmenis (3 pav.): archeologijos – 67% (105 objektai); įvykių vietos – 2% (3 objektai); mitologijos – 6% (9 objektai); laidojimo vietos – 3% (5 objektai); statiniai – 6% (9 objektai); statinių priklausiniai – 13,5% (21 objektas); statinių kompleksai – 2,5% (4 objektai).
Lietuvos Respublikos nekilnojamojo kultūros paveldo registre įregistruota apie 16 tūkst. objektų, iš kurių 7428 (galima paklaida) – suteiktas valstybės saugomo objekto statusas. Didžiausią dalį – 27%, sudaro archeologijos objektai, bei 22,5% – laidojimo vietos. Mažiausią registruoto nekilnojamojo kultūros paveldo dalį Lietuvos Respublikos teritorijoje sudaro monumentai – 2%.
Regioniniuose parkuose esantis registruotas nekilnojamasis kultūros paveldas nėra tolygiai pasiskirstęs pagal registre fiksuotus kultūros paveldo struktūrinius dėmenis (4 pav.). Pastebėta, jog daugelis nekilnojamojo kultūros paveldo objektų registruotų valstybės registre, nepatenka į regioninių parkų teritorijas.

Kokybinių paveldo pokyčių tyrimai paremti objektų fiksavimu vietose. Nekilnojamojo kultūros paveldo kokybinis vertinimas atliktas vertinant objekto vertingųjų savybių ir fizinės būklės pokyčius. Be šių savybių vertintas objektų nuosavybės tipas, paskirtis, dabartinė panauda, turizmo infrastruktūra bei parko funkcinio prioriteto zona, kurioje yra tiriamas objektas. Kokybinių tyrimų rezultato nustatymui išskirtas kokybės etalonas, kur etaloninės savybės įvertintos balais.
Paveldo objektų kokybinių (vertingųjų) savybių pokyčio fiksavimas atliktas remiantis palyginamąja analize: lyginant 2002-2004 m. atliktų esamos būklės tyrimų rezultatus su 2008-2009 m. tyrimų duomenimis. Vertingųjų savybių pokyčiai vertinti balais nuo „-4“ iki „ 4“, priklausomai nuo pokyčių pobūdžio, t.y. pablogėjo ar pagerėjo vertingųjų savybių būklė. Objektų fizinės būklės pokytis vertintas balais nuo „-3“ iki „ 3“, vertinant fizinės būklės pozityvius ir negatyvius pakitimus.
Nustatyta, kad objekto panauda turi tiesioginį poveikį vertingųjų savybių pokyčiui – didžiausi pakitimai fiksuoti tuose objektuose, kurie yra nenaudojami ir nykstantys. Kuomet objektams pritaikoma nauja panaudos funkcija, jų vertingosios savybės keičiasi dalinai. Geriausia išlikę tų objektų vertybinės savybės, kurie naudojami pagal pirminę panaudos funkciją. Turizmo infrastruktūra regioniniuose parkuose vertinta atsižvelgiant į objektų pasiekiamumą, informacinių stendų išsidėstymą, objektų ženklinimą ir nuorodas. Pastebėta, kad geresnė infrastruktūra yra prie tų objektų, kurie panaudojami turizmo, rekreacijos bei pažintiniais tikslais. Paveldo objektų panaudos galimybę užtikrina ir funkcinio prioriteto zonos, tokios kaip rekreacinio prioriteto ar gyvenamosios paskirties. Tačiau didžioji dalis vertintų paveldo objektų yra konservacinio prioriteto zonose (rekreacinio prioriteto zonos tirtuose parkuose sudaro apie 10% visų parkų ploto, konservacinės – daugiau kaip 60%), kur jų panauda yra ribojama. Paveldo objektų fizinė būklė regioniniuose parkuose – daugiausia vidutinė, tačiau ji gerėja, kuomet objektas yra pritaikomas bet kokiai funkcijai (nebūtinai pirminei). Nenaudojamų objektų fizinė būklė sparčiai blogėja. Pastebėtas toks ryšys tarp objektų autentiškųjų savybių bei jų fizinės būklės: gerėjant fizinei būklei – dalinai blogėja autentiškųjų savybių būklė (tuo pačiu kultūrinė vertė).
Nekilnojamojo kultūros paveldo pokyčių priežastys. Vietose atliktų tyrimų duomenimis nustatyta, kad paveldo kiekybinė ir kokybinė kaita vyksta įtakojant fiziniams, t.y. gamtiniams ir antropogeniniams veiksniams. Galima išskirti du kaitos poveikio kultūros paveldui būdus - tiesioginį ir netiesioginį bei pagrindines, kultūros paveldo kaitą įtakojančių veiksnių grupes - išorinių ir vidinių.
Paveldo objektų pritaikymas rekreacijai, turizmui ir pažintiniams tikslams bei visuomenės poreikių užtikrinimui iššaukia pozityvios kaitos pasekmes regioniniuose parkuose esantiems paveldo objektams:
• vertingųjų savybių bei fizinės būklės optimalaus santykio išlaikymą;
• pirminės ar jai artimos panaudos užtikrinimą (objekto gyvybingumo išlaikymą);
• istorinės atminties ar filotopinių savybių išsaugojimą.
Tuo tarpu paveldo objekto nenaudojimas, paveldo objektų valdytojų kaita, įstatyminės bazės nesilaikymas iššaukia negatyvios kaitos pasekmes valstybiniuose parkuose:
• vertingųjų savybių praradimą;
• fizinės būklės degradaciją;
• dvasinio įprasminimo savybių praradimą.
Analizuojant kokybinius nekilnojamojo kultūros paveldo pokyčius regioniniuose parkuose, vertinti vidinio poveikio veiksniai bei jų įtaka šių objektų pokyčiams. Nustatyta, kad pagrindinės paveldo objektų kokybinių pokyčių priežastys regioniniuose parkuose yra:
– nekilnojamojo kultūros paveldo panaudos pobūdis (1 lentelė);
– turizmo infrastruktūros plėtra;
– objekto apsauga remiantis regioninio parko funkcinio prioriteto zona.

4. Išvados
1. Nekilnojamojo kultūros paveldo pokyčių vertinimas regioniniuose parkuose yra svarbi šiandienos paveldosaugos proceso dalis, padedanti nustatyti sąsajas tarp paveldo kaitos pobūdžio, paveldo kintamųjų savybių bei paveldo apsaugos ir panaudos. Pagrindinė nekilnojamojo kultūros paveldo pokyčių Lietuvos regioniniuose parkuose identifikavimo priemonė yra kiekybinė bei kokybinė paveldo pokyčių analizė, paremta monitoringu, įvertinant paveldo objektų pokyčius fiksuotoje teritorijoje per laiko slinktį.
2. Parengta nekilnojamojo kultūros paveldo pokyčiams tirti paradigma, kuria remiantis atliktas paveldo pokyčių vertinimas 8 regioniniuose parkuose. Tyrimo rezultatai leido nustatyti paveldo objektų kiekybinius ir kokybinius pokyčius, pagal laikotarpius iki ir po Nepriklausomybės atkūrimo:
- kiekybinė nekilnojamojo kultūros paveldo pokyčių regioniniuose parkuose analizė, parodė, kad nekilnojamųjų kultūros paveldo objektų valstybinėje apskaitoje po Nepriklausomybės atkūrimo sumažėjo 27%. Pastebėta, kad kintant vertingųjų objektų kiekiui kraštovaizdyje – kinta kultūrinio kraštovaizdžio vizualioji kokybė.
– atlikus nekilnojamojo kultūros paveldo kokybinių pokyčių vertinimą regioniniuose parkuose, nustatyta: nepriklausomos Lietuvos laikotarpiu sumažėjo architektūros ir etnokultūros paveldo objektų (dvarų ir palivarkų sodybų, senųjų kaimų gyvenviečių, vienkieminių sodybų, pavienių gyvenamųjų ir ūkio pastatų) kultūrinė vertė. Pastarieji objektai prarado kraštovaizdinę reikšmę ir yra sunykimo pavojuje. Didžiausi statinių, statinių priklausinių ir mažosios architektūros objektų fizinės būklės pakitimai.
3. Atlikus nekilnojamojo kultūros paveldo kiekybinių bei kokybinių pokyčių regioniniuose parkuose analizę, nustatyta, kad tinkama paveldo būklės pakitimus lemia šie svarbiausieji veiksniai:
– objektų panaudos funkcija,
– turizmo infrastruktūra,
– paveldo objektų apsaugos pobūdis skirtingose parko funkcinės paskirties zonose.
Nustatyta, kad paveldo panauda užtikrina šių objektų funkcionavimo galimybę ir kokybinę plėtrą. Siūlomos nekilnojamojo kultūros paveldo panaudos kryptys:
– autentiškos arba pirminės funkcinės paskirties atkūrimas;
– paveldo objekto pritaikymas visuomeninei –komercinei funkcijai.
Taip pat nustatyta, kad paveldo išsaugojimui regioniniuose parkuose palankesnės rekreacinės paskirties teritorijos, kurios šiuo metu vidutiniškai užima tik iki 10 viso parko ploto. Tokiu būdu siūloma regioniniuose parkuose didinti rekreacinės paskirties teritorijas, kuriose fiksuotas nekilnojamasis kultūros paveldas gali būti pritaikomas šiandienos poreikiams.

Translation - English STUDIES OF CULTURAL HERITAGE CHANGES IN REGIONAL PARKS OF LITHUANIA

The results of legislative analysis and heritage status of the investigation shows that the existing heritage protection measures can no longer stop negative changes appearing in cultural heritage. In both theoretical and practical meaning, the problem of real cultural heritage of historical memory and cultural assets, as well as tourism resources and component changes of true identity of cultural landscape, appliance and conservation had no complex studies not only in Lithuania, but in neighbor states, too. Protected areas [G. Smart, M. Anderson, 1990; G. Fairclough, 1999; Thomas L., J. Middleton, 2003] have a special status in most countries, if they want to solve this problem. Although theoretical and practical basis establishing protected territories and their network was formed from environmental provisions in Lithuania, however, juridical documents of protected territories evidence that the function of complex protected territories – conservation, restoration and the use of culturally valuable landscapes and cultural objects. After the restoration of Independence, Lithuania has started to focus more on real cultural heritage in protected territories, especially in regional parks, but the threat of losing the heritage has not disappeared. Protected territories’ system’s transformation rule base has a strong impact on changes in condition of real cultural heritage in Lithuanian complex protected territories – regional parks is being made by disregard of heritage provisions and the transformations of juridical basis of protected territories’ system.
Studies’ results of real cultural heritage in Lithuanian regional parks, both quantitative and qualitative changes in regional parks, educed from test results obtained from the heritage evaluation of proposed sites with reference to paradigm of real cultural heritage suggested by author are being discussed in the article.

1. Introduction
30 regional parks were established after the restoration of independence of our country. Regional parks occupy 54% (446 thousand ha) of all protected territories in Lithuania and are established in cultivated landscape areas. According to International Nature and Natural Resources Conservation Union’s (IUCN) guidelines national parks are established due to environmental interests to protect large natural areas, and regional parks – to protect exceptional areas of cultivated landscape, giving priority to the usage and management of landscape values for cognitive recreational needs [Parks for Life, 1994].
The use of real cultural heritage under new conditions encourages renovation and even conversion of regional parks. However, innovative processes are difficult to combine with the reservation of authenticity, and systematic and constant mechanism of monitoring qualitative and quantitative change of heritage is not developed yet. Cultural heritage policies and heritage monitoring are still unkept, although the main goal of cultural heritage in protected territories – to preserve the heritage of all detected values and to maintain regional cultural identities, while the main objective in development of protected areas – to protect Lithuanian natural and cultural property and to reach the level of other European countries, also adapting the management of heritage to new economic and social conditions [Regulations of the State Protected Areas Service under the Ministry of Environment, 2007].
The aim of the article – to discuss protection and usage issues (which would help to secure valuable property preservation of real cultural heritage) of real cultural heritage in Lithuanian regional parks, both quantitative and qualitative changes, to rate methodological provisions for heritage changes evaluation, based on monitoring principles.
2. The paradigm of research on real change in cultural heritage
The conception of real cultural heritage and tendencies to change it. Changes in real cultural heritage can be defined as a fixed physical heritage change with valuable character transformations, deterioration / amelioration of object condition, the change of structure and complexity over scrolling time.
A change is understood as incidental change being influenced by external and internal factors in tenor. In current Lithuanian language glossary a change is defined as a special mutation and recognized in more linguistic meaning [Current Lithuanian Dictionary, 2002.]. Meanwhile, the various directions scientific literature usually includes not the concept of change, but actually refers to the interface change in any particular area or subject, for example: climate change, demographic change, social and environmental change, etc. It is noted that the concept of change is often used and well examined in the fields of economy and management, discussing companies’ and organizational management and their changes being in process [Stoškus S., Beržinskienė D., 2005]. Usually the conception of term change denotes the process of change or action, while the changeover is a transformation of specific object characteristics. Changes can be contingent or implemented to improve or even radically to amend one or the other elements, according to the physiognomy of change [Quinn J.B., 1980, Magnusen K., 1981].
Concepts of both change and changeover are rarely found in because heritage conservation, because heritage conservation is based on preservation of valuable characteristics and physical state of heritage, and all the cultural heritage in an exterior is treated as static and unchanging valuable object. Thus, changes in the concept of heritage assume negative sense, because are used only when it comes to the loss of authenticity or other valuable features. However, real changes in the cultural heritage are a complex phenomenon that can have both negative and positive consequences of change, where the negative changes of heritage are supported by the destructive intervention, and positive – by the essential interventions [Ashwort G., Howard P., 2008].
Changes of real cultural heritage were affected by many factors in Lithuania: economic, social, juridical, and many others, which can be divided into internal and external effect factors. External factors have an effect on indirect impact of heritage items, and a general effect, influencing all groups of heritage values. The characteristics of external effects are characterized in more material or physical object changes. Internal factors have an effect on both material and physical heritage object feature changes and the ideological or spiritual change of significance giving a sense to the object. The spiritual / ideological significance of change includes: giving a sense to historical memory; phylotopic value changes; traditional leveling; the flout of ethical elements, the loss of communication with nature and cultural background [Minkevičius J., 2005.], etc.
The analysis of heritage protection system before and after restoration of independence in Lithuania shows the following main provisions:
• Both political and heritage protection activities are ambivalent in Soviet times. The biggest transformations of sacred objects, old seats of manor houses, ethnographic values were sustained during this period.
• Main factors, which influenced heritage changes after the restoration of independence, were: noneffective facilities privatization, social-economic conditions, inopportune management, lack of information and educational activities, etc.
Lithuanian protected areas system analysis showed that the change of complex protected areas in heritage status change are most affected by processes related to the return of the forest and land to former owners, by intensification of forest exploitation, construction, intervention, flagging administrative procedures and responsibilities, lack of information after restoration of independence. These processes are often proceeded in regional and national parks, as well as in the undercontrolled protected areas of conservational use – reserves.
Source analysis or theoretical studies have shown that most important varying elements of objects in real cultural heritage are: object environment, the object and object details, and variable characteristics of these elements: authenticity, relevancy, aesthetic appeal and physical condition. Transformation characteristics of variables determine the changes and the importance of cultural heritage as a value (Figure 1).
There is an essential need of constant change processes evaluation of real cultural heritage and juristical mechanism regulating processes of a change in an ongoing heritage change processes of various directions. Meanwhile, real heritage change evaluation is not regulated in Lithuania or international law basis, i. e. there is no definition of cultural heritage changes and change regulation tools in the main Lithuanian and international juridical documents of heritage protection sphere. The following factors of influencing change are being mentioned in international juridical documents: social, economic, political, and others, while the national law basis, which should mainly rely on international documents, can have change regulation and change security policies can be described very vaguely or not mentioned at all. For example: the Republic of Lithuania of Immovable Cultural Heritage Protection Act defines the management and recovery (rehabilitation) measures, which could serve the heritage implications of changes in the eradication, environmental monitoring of the Republic of Lithuania Law on Amending the law regulates only the natural elements of change, part of the landscape (as a whole), but the real culture Heritage as an integral part of the cultural landscape - are not covered.
Thus, it can be assumed that, in the absence of real change in the regulatory mechanism of cultural heritage, not understanding the importance of heritage changes, not ensuring the cultural heritage succession of evolution, the objectionable cultural heritage objects’ processes will continue to happen in Lithuania.
The evaluation of real changes in cultural heritage. Landscape changes are identified and evaluated through monitoring. Similarly, fixation of the real cultural heritage changes as an integral part of landscape may base on observation (monitoring) principles. Thus, the objective of basic change detection – monitoring is observation of systematic changes, analysis and theory, by studying the environment, evaluating changes of natural conditions and anthropogenic impact changes [National Environmental Monitoring Program, 1998].
Real cultural heritage monitoring system can be reasonably attributed to the international activities in Europe –DEMOTEC (Development of a Monitoring System for Cultural Heritage) program run by European Union countries. It formally began in Norway in 2003 and currently involves many European countries: Norway, Finland, Sweden, Lithuania, Great Britain, Italy, Estonia and Germany. Mentoring powers of this project were given to NIKU (Norwegian Institute for Cultural Heritage Research). The following key components of monitoring, according to this project, were identified by investigating real cultural heritage:
• Retrospective monitoring, when the initial physical condition of an object or area, environmental risk and protective preliminary recommendations are being declared examining archival data;
• Diagnostic monitoring, when the objects’ “testing” is performed, as well as comparing irregularities of physical condition, environmental impact risk and protection recommendations are being declared;
• Systematic monitoring, when the reports with recommendations to heritage protection for five years are being prepared [EU-Project DEMOTEC-A., 2004.].
Real cultural heritage monitoring system has been developed since 1998 in Russian Federation. This on-going investigations and projects are mainly related to the ecological monitoring of real cultural heritage.
Wide variety of documents related to heritage monitoring studies dominates in the law basis of Russian Federation: an order: „Об утверждения порядка проведения общеросийского мониторинга состояния и использования памятников истории и культуры“; an order: „Oб объектах культурного наследия (памятниках истории и культуры) народов Росийской Федерации“. Last mentioned just with different name exists in our country, but the article 39 of Russian act states that regular information updates about the state of the object, periodically monitoring object change, must be done during 5-year cycle [Приказ „Об утверждения…„ 2002; Закон „Oб объектах…“, 2002].
Object monitoring uses such analysis mode, taking Russian Federation as a model:
• Data collection. In collaboration with other databases the information about NKP object that is required for object preservation is being collected (data about the technical condition of the object, protection zones, photo-capture, etc.). The request for information from other databases is sent, if the supplied data is not sufficient.
• Data analysis and processing. Once monitoring assessment value has been added, the project offers on protection regulation are declared;
• Results report. In accordance with the monitoring results the corrections are introduced to the information basis.
Meanwhile, the monitoring information system of the Russian Federation is based on these information databases:
• National cultural heritage registry;
• Documents selection database;
• Historical-cultural maintenance plan.
Ecological monitoring studies are implemented in all the territory of Russia, clarifying the impact of environmental factors immovable cultural heritage. The research work „Экологический мониторинг культурного наследия“ was done in this way. It was important in methodological basis and practical work – which was focused on natural environmental heritage identification and capture [Веденин Ю. А, 1998; Веденин Ю. А., Кулешова М. Е., 2004].
Real cultural heritage monitoring was defined in Lithuanian Real Cultural Heritage Protection Act, which singled out the concept of observation (monitoring), – defined as periodic monitoring, capture of cultural heritage objects and its condition, and evaluation, generalization and prediction of the destruction / spoliation effects on valuable characteristics of it in Lithuania.
Real cultural heritage object monitoring regulations approved in 2005 include cultural heritage object condition assessment of a five-point scale, where course evaluation status is: valuable characteristics change, physical conditions change, environmental change [Lithuanian Minister’s of Culture decree “on rules enactment of monitoring real cultural heritage objects”, 2005; 2007 Cultural Heritage Department Annual Report, Chapter VII: real cultural heritage protection]. However, the detailed evaluation of the methodology does not exist, therefore, recognized as a subjective, because the evaluation depends assessor’s understanding of valuable heritage objects characteristics and their change as well as physical condition changes.
The initial assessment of real cultural heritage changes in Lithuania was performed in compliance with UNESCO requirements for heritage objects monitoring. This research is based on the expert’s evaluation by filling in the questionnaire prepared by the committee [report about the participation in UNESCO World Culture…, 2005] and by implementing fixation of urbanized environments changes. Meanwhile, an assessment of the real cultural heritage changes is not being implemented in country or few urbanized territories, there is no solid monitoring program and no research methodic approved.
The base of the paradigm prepared and proposed by authoress for real cultural heritage studies consists of the following parts (Figure 2):
• preparatory studies:
- the territory selection for the study;
• retrospective monitoring:
- the object selection for the study and heritage objects‘ archived data analysis;
• diagnostic monitoring:
- the quantitative changes analysis;
- the qualitative changes analysis;
• systemic monitoring:
- generalization of the results;
- formulation of conclusions and changes forecast.
Preparatory studies are necessary for the selection of real cultural heritage changes evaluation’s assessment’s territory (territorial research’s edification). The aim of such studies is to clarify favourable territories for real cultural heritage development, utilization and preservation with reference to the spread of protected complex territories.
The selection of study’s territorial edificators, depending on the study extent, can be performed in two ways:
• selection of regional park as a territorial study’s edificator;
• selection of an area in regional park, as a territorial study’s edificator.
Authoress offers to perform real cultural heritage monitoring researches in those regional parks that matches with Lithuania‘s territories with recreational potential; registered real cultural heritage territories and heritage’s valuables hoard stations.
The selection of some area in regional park, as a territorial study’s edificatos, is based on local territory which is characterized by plenty of registered real cultural heritage and its variety, fixation (based on functional zones separated in regional park) and selection (based on functional zones separated in regional park) of territory in which there were most heritage objects changes recorded.
Retrospective monitoring is based on research objects identification, historical data about collection on investigational heritage objects and description of the primary physical condition and cultural value.
The research object selection is based on the selection and filing of the heritage objects that are within the national, local (municipal) and regional park accounting lists and experience the most transformation.
Diagnostic monitoring is one of the most important real cultural heritage turnover assessment’s stages that help to establish quantitative and qualitative heritage changes.
Quantitative changes analysis is based on the fixation of heritage objects changes in quantity in fixed territory. The basis of these studies is:
• data about the heritage object‘s quantity in the studied territory gained during the analysis of archived data;
• heritage objects quantity revision in the concerned territory.
Qualitative changes analysis is based on the assessments of real cultural heritage object’s valuable characteristics and physical condition in the concerned locations and also on the social survey. The changes of heritage object’s valuable characteristics are being identified by fixation of value changes, and the assessment of physical condition is based on the identification of object, its components and environment’s physical characteristics.
Systematic monitoring is based on a summary of the results and presentation of the research data. Noted summary of results is based on the filing and data-processing methods depending on the type of the research:
• summary of quantitative changes analysis is based on quantitative indicators’, which are figures, processing using a mathematical method;
• the results of qualitative changes analysis are being processed on the basis of comparative and qualimetric analysis – by evaluating qualitative changes in quantitative aspect [Kavaliauskas P., 1992]. The research data is presented in the form of a written report.
The real cultural heritage changes research results are recommended to be recorded on a digital database.
Systematic supervision and fixation of real cultural heritage objects would prevent a rapid heritage objects decline, and test results would be beneficial for heritage objects changes establishment; for fixation of valuable characteristics in objects that are on the decline; for the identification of objects that are experiencing biggest quantitative and qualitative transformations; heritage objects changes forecasts.

3. Results of heritage changes research
The dynamics of real cultural heritage regulation in the regional parks based on their formation stages. The regional park formation after the restoration of Lithuania’s independence can be divided in to the following key stages:
- 1st stage – 1990-1992 – the period of regional parks formation and establishment. Over this period, when the regional parts were formed, the administrative institutions responsible for the protection of regional parks were established, prepared juridical basis. Silhouetted division of offices and juridical basis restricted the utilization possibilities of the real cultural heritage;
- 2nd stage – 1992-2000 – validation of planning schemes, park boundaries and zones developed over the first stage. The focus was on the regional parks planning schemes, determination and validation of the park boundaries and functional zones. During this period the heritage situated in the territory of the regional park was inventoried, its physical and cultural value was fixed. Changes of real cultural heritage objects were not separately recorded, however during this period the reasons of heritage decline became silhouetted: inopportune management of heritage objects because the main attention was given to the specification of its vestigial objects and heritage accountings but not practical protective activities;
- 3rd stage – 2001-2009 – the approval of regional parks planning schemes, park boundaries and zones corrections. At this stage the main attention was given to the specification of the planning schemes. It is related with the heritage protection peculiarities in the regional parks. During this period on the Department of Cultural heritage initiative the discussions were started about the monitoring researches of the real cultural heritage objects situated not only in the urban but in rural areas as well.
Researches results. After making the preparatory studies the research territories – regional parks – were determined. These protected territories were meant for the development of recreational activities, due to what the heritage objects in these territories are more applicable for today’s needs (tourism and recreation). Qualitative heritage changes researches were made in the regional parks that correspond with the territories designated on the Lithuanian general plan as territories with recreational potential and cultural heritage collections, i.e. – regional parks of Neris, Varniai, Panemunės, Meteliai, Veisėjai, Salantai and Pagramantis. In the meantime, qualitative real cultural heritage changes researches were made in the regional parks that characterized by large amount of constructional heritage, i.e. Dieneviškis historical, Varniai, Salantai and Panemunės regional parks.
Quantitative researches of the real cultural heritage objects changes are based on the analysis of archival data and objects revision in the areas. The quantity of real cultural heritage objects that are protected or should be protected and their territorial spread was determined after making archival studies. It has been noticed that the quantity of the real cultural heritage objects included in the national records was reduced by 27% after the restoration of the Independence. Main reasons for these heritage objects quantitative changes in the regional parks were: prolonged objects inventory, lack of financial support, inopportune objects supervision, inappropriate privatization, the problem of objects utilization.
Quantitative researches made on the real cultural heritages in the regional parks showed that the most of the registered real cultural heritage consists of the archeological valuables. Historical and archeological valuables make less than a quarter of protected objects in the studied parks. The largest part of the protected heritage in these territories consists of the “non vital” valuables the utilization and adaptation of which is no longer applicable.
The percentage of the heritage objects found in analyzed regional parks according to the structural components of the real cultural heritage (Figure 3): archaeological – 67% (105 objects); event locations – 2% (3 objects); mythological – 6% (9 objects); burial grounds – 3% (5 objects); constructions – 6% (9 objects); construction belongings – 13, 5% (21 object); building complexes – 2, 5% (4 objects).

There are sixteen thousands objects registered in the Real Cultural Heritage register of Lithuanian Republic, 7428 (the bias is possible) of which have granted status of nationally protected object. The biggest part – 27% is the archeological objects, and 22,5% - burial grounds. The smallest part of the registered real cultural heritage in the territory of Lithuanian Republic is monuments – 2%.
Registered real cultural heritage situated in the regional parks is not is not evenly distributed according to the fixed structural components of the cultural heritage (Figure 4). It is noted that most of the real cultural heritage, registered in the national register, are outside the regional parks areas.

Qualitative studies about the changes of heritage are based on the objects fixation in areas. The quantitative evaluation of real cultural heritage was carried out by evaluating changes in object’s valuable features and physical condition. In addition to these characteristics objects type of property was assessed, as well as the current utilization, tourism infrastructure and park functional priority area, in which analyzed object is situated. There was a quality standard set with standard features evaluated by points in order to determine the result for qualitative study.
Heritage objects’ qualitative (valuable) characteristics change’s fixation was made with reference to the comparative analysis: taking into comparison the state study results made in 2002-2004 with the records made during the study made in 2008-2009. Changes in valuable characteristics were evaluated in points interval from “-4” to “ 4”, depending on the nature of the change, i.e. if the condition of the valuable characteristics improved or became worse. Variation of object‘s physical condition was evaluated in points interval from “-3” to “ 3”, assessing physical condition‘s positive and negative variations.
It is determined that the utilization of the object has a direct influence on the variation of the valuable conditions – the maximum changes were recorded in the objects that are not utilizes and are vestigial. Then a new function for utilization is being applied to the objects, their valuable features are changing partly. Valuable features of the objects persist the best when these objects are being utilizes according to their initial utilization function. Tourism infrastructure in the regional parks was valuated considering the availability of the object, layout of the informative stands, object marking and references. It was noticed that the objects utilized for the tourism, recreation and cognitive purposes have better infrastructure to the objects. The heritage object’s utilization possibility is also guarantied by the functional priority zones, such as recreational priority or residential purpose. However the most of the valuated heritage objects are in conservative priority zones (recreational priority zones make about 10% of all studied parks area, conservative – more than 60%) where their utilization is limited. Physical condition of the heritage objects in the regional parks – mostly average, but it is improving when the object is being adjusted to any function (not necessarily to the initial one). The physical condition of unused objects is rapidly getting worse. The following relation has been noticed between the authentic characteristics of the object and its physical condition: when physical condition is improving – the condition of authentic characteristics is partly getting worse (as well as the cultural value).
The reasons for real cultural heritage changes. Following from the made studies at the areas it was established that heritage’s quantitative and qualitative variations appear due to the physiological, i.e. natural and estimating anthropogenic factors. There can be distinguished two ways to make impact, which changes cultural heritage – direct and not direct, as well as main groups of factors that influence heritage variation – external and internal. Heritage objects adjustment for the recreation, tourism and cognitive purposes and for the meeting and assuring society’s demands results in the following positive variation’s consequences for the heritage objects situated in regional parks:
- maintenance of optimal ratio between valuable characteristics and physical condition;
- assurance of the initial or similar to the initial utilization (maintenance of object’s viability);
- preservation of historical memory or phylotopic features.
In the meantime, keeping the heritage object not used, the heritage’s manager’s fluctuation, failure to comply with juridical basis results in the negative variation’s consequences in national parks:
- loss of valuable characteristics;
- degradation of physical condition;
- the loss of psychic sense.
The factors with internal impact were assessed and their influence on the changes of these objects, while analyzing qualitative variations of real cultural heritage in the regional parks. It was established that the main reasons for qualitative heritage objects variations in regional parks are:
– utilization nature of the real cultural heritage (1 lentelė);
– development of tourism infrastructure;
– protection of the object with reference to the functional priority zone of the regional park.

4. Conclusions
1. Real cultural heritage variations’ evaluation in the regional parks is important part of nowadays heritage protection process which helps to determine the relation between nature of heritage’s variation, its changing characteristics and its protection and utilization. The chief mean used to identify changes of real cultural heritage in Lithuanian regional parks is quantitative and qualitative analysis of heritage variations based on monitoring, evaluating heritage objects’ changes in fixed territory during the time bar.
2. The paradigm was prepared for the analysis of real cultural heritage changes, and based on it the evaluation of heritage changes was performed in eight regional parks. The results have resulted in the identification of the heritage objects’ quantitative and qualitative changes by periods before and after the restoration of Independence:
- the quantitative analysis of real cultural heritage changes in regional parks showed that quantity of real cultural heritage objects in national records decreased by 27% after the restoration of Independence. It was noted that changing quantity of valuable objects in the landscape changes the visual quality of cultural landscape.
- an assessment of qualitative changes of real cultural heritage in regional parks determined: within the period of Lithuania’s independence the cultural value of architectural and ethno-cultural heritage objects (manors and “palivarko” homesteads, old rural settlements, granges, single dwellings and farm buildings) decreased. Noted objects lost their landscape importance and are in danger to decay. The constructions, construction belongings and small architectural objects have changed the most considering their physical condition.
3. After completion of the real cultural heritage’s quantitative and qualitative changes in regional parks analysis, it was found that the appropriate heritage status changes are caused by the following fundamental factors:
- object utilization’s function,
- tourism infrastructure,
- nature of protection of heritage objects in different park functional purpose zones.
It was established that heritage utilization vouchsafes the possibility to function and quantitative development of these objects. The proposed real cultural heritage utilization trends are:
- reinstatement of authentic or initial functional purpose;
- heritage object’s adjustment to the social-commercial function.
Also it has been determined that areas with recreational purposes, that nowadays make only up to 10 in average of all park area, are more favourable to heritage preservation in regional parks. In this way, it is proposed to increase areas with recreational purposes in regional parks, areas where fixed real cultural heritage can be adapted to the needs of today.
