Dear Friend,
You can footnote these short forms for first time and then referring to footnotes (it means as the reader has got familiar with the short form) you can use abbreviations. But as we translate texts to be read in another language, if the number of abbreviations were high, the reader may be confused (unless for known abbreviations such as UN, ..). So if I were in your shoes, I do fully translate the abbreviations to make the target text understandable.
