Annual report on US trade and investment barriers
The European Union and the United States share the largest bilateral trading partnership worldwide, with 33% of world trade in goods and 44% of world trade in services. The report focuses on some key trade barriers as well as measures that prevent EU exporters from tapping into the full potential of the US market. It notes some continuing concerns and highlights a number of new barriers introduced in 2008.

DISPUTE SETTLEMENT
EU requests WTO consultations with the Philippines over unfair taxation of spirits
Imported spirits including Spanish brandy and Scotch whisky can face taxes 10 to 50 times higher than those on domestic products, and exports to the Philippines have fallen significantly as a result. The EU has raised the issue repeatedly in recent years without success.

EU and Papua New Guinea sign trade and development agreement
The agreement focuses on trade in goods and includes important provisions on rules of origin for the fisheries sector. Under the agreement all imports from Papua New Guinea and Fiji will have immediate duty free quota free access to the European market (with short transition periods for rice and sugar).

Source text - English Highly prized for its impeccable engineering and design principles, the tourbillon is one of the most valued complications of collector's watches and premium timepieces, says James Gurney.
There can be few inventions that still manage to fascinate and confuse in equal measure two centuries after their first appearance, but the tourbillon is one such innovation. The watch made little impact on the world for the first 170 years of its life but in recent years the tourbillon bug has bitten - and bitten hard.
Abraham-Louis Breguet invented the tourbillon (French for whirlwind) toward the end of the 18th century, patenting the design in 1801. The idea was to create a device to counter the effects of gravity on the movement of the balance wheel – pocket watches, of course, are usually kept upright. In the most simplistic terms, this meant that balances tended to swing faster down than up. Breguet’s solution was to reduce this error by allowing the entire escapement assembly (balance wheel, escapement and pallet fork) to rotate, thus cancelling out any “positional error”. Less error means greater precision - simple!
The complexity and cost of this solution meant that Breguet only used the tourbillon device on his most expensive watches. Nevertheless, the tourbillon’s complexity also made it desirable as a demonstration of the watchmaker’s skill and craft, and tourbillon pocket watches have continued to be made ever since. The advent of wristwatches saw watchmakers striving to miniaturize ideas developed in pocket watches and the first wristwatch-sized tourbillons appeared in 1948. Tourbillons thereafter remained something of a minority interest until Audemars Piguet produced the first series production tourbillon in 1986.
In the 1990s, nearly 200 years after this quality timepiece was invented, the tourbillon revolution finally took off. Following AP other manufactures began to produce tourbillons as part of their collections, Blancpain being one of the first to follow. But it was not the established manufactures who truly made the tourbillon the must-have watch it is today: it was the new boys, like Daniel Roth with his double faced tourbillon, Franck Muller (Cintrée Curvex, Imperial Tourbillon) and Gerald Genta, who popularised it.
