GENERAL AND ADMINISTRATIVE PROVISIONS
1ARTICLE 1 - GENERAL OBLIGATIONS
1.1. The Beneficiary shall implement the Action under its own responsibility and in
accordance with the Description of the Action in Annex I with a view to achieving the
objectives laid down therein.
1.2. The Beneficiary shall implement the Action with the requisite care, efficiency,
transparency and diligence, in line with best practice in the field concerned and in
compliance with this Contract.
For this purpose the Beneficiary shall mobilise all the financial, human and material
resources required for full implementation of the Action as specified in the Description of
the Action.
1.3. The Beneficiary shall act alone or in partnership with one or more non governmental
organisations or other bodies identified in the Description of the Action. Partners take
part in the implementation of the Action, and the costs they incur are eligible in the same
way as those incurred by the Beneficiary.
If the Beneficiary or, where applicable its partners, have to conclude contracts in order to
carry out the Action, these may only cover a limited portion of the Action and shall
respect the contract-award procedures and rules of nationality and origin set out in Annex
IV of this Contract.
In order to support the achievement of the objectives of the Action, and in particular
where the implementation of the Action requires financial support to be given to third
parties, the Beneficiary may award sub-grants if so provided for in the Special
Conditions. However, sub-granting may not be the main purpose of the Action and it
shall be duly justified. The Special Conditions shall establish the total amount which may
be used for awarding sub-grants as well as the minimum and maximum amount per subgrant.
The maximum amount of a sub-grant shall be limited to EUR 10 000 per third
party while the total amount which may be awarded as sub-grants to third parties shall be
limited to EUR 100 000. The Description of the Action shall include a list with the types
of activity which may be eligible for sub-grants, together with the criteria for the
selection of the beneficiaries of these sub-grants.
The bulk of the Action must, however, be undertaken by the Beneficiary and, where
applicable, his partners.
The Beneficiary alone shall be accountable to the Contracting Authority for the
implementation of the Action. It shall undertake that the conditions applicable to it under
Articles 1, 3, 4, 5, 6, 7, 8, 10, 14, 16 and 17 shall also apply to its partners, and those
applicable under Articles 1, 3, 4, 5, 6, 7, 8, 10 and 16 to all its contractors. It shall include
provisions to that effect as appropriate in its contracts with them.
1.4. The Beneficiary and the Contracting Authority are the only parties to this Contract.
Where the European Commission is not the Contracting Authority, it is not party to this
Contract, which confers on it only the rights and obligations explicitly mentioned therein.
1.5. Any personal data included in the Contract shall be processed pursuant to Regulation
(EC) No 45/2001 on the protection of individuals with regard to the processing of
personal data by the European Union institutions and bodies and on the free movement of
such data. The data shall be processed solely for the purposes of the performance,
management and monitoring of the Contract by the Contracting Authority without
prejudice to possible transmission to the bodies charged with a monitoring or inspection

task in application of Union law. The Beneficiary shall have the right of access to his/her
personal data and the right to rectify any such data. Should the Beneficiary have any
queries concerning the processing of his/her personal data, s/he shall address them to the
Contracting Authority. The Beneficiary shall have right of recourse at any time to the
European Data Protection Supervisor.
Where the Contract requires the processing of personal data, the Beneficiary may act
only under the supervision of the data controller, in particular with regard to the purposes
of the processing, the categories of data which may be processed, the recipients of the
data, and the means by which the data subject may exercise his/her rights.
The data shall be confidential within the meaning of Regulation (EC) No 45/2001 of the
European Parliament and of the Council on the protection of individuals with regard to
the processing of personal data by Community institutions and bodies and on the free
movement of such data. The Beneficiary shall limit access to the data to the staff strictly
necessary for the performance, management and monitoring of the Contract.
The Beneficiary undertakes to adopt appropriate technical and organisational security
measures having regard to the risks inherent in the processing and to the nature of the
personal data concerned in order to:
a) prevent any unauthorised person from having access to computer systems processing
personal data, and especially:
aa) unauthorised reading, copying, alteration or removal of storage media;
ab) unauthorised data input as well as any unauthorised disclosure, alteration or
erasure of stored personal data;
ac) unauthorised persons from using data-processing systems by means of data
transmission facilities;
b) ensure that authorised users of a data-processing system can access only the personal
data to which their access right refers;
c) record which personal data have been communicated, when and to whom;
d) ensure that personal data being processed on behalf of third parties can be processed
only in the manner prescribed by the contracting institution or body;
e) ensure that, during communication of personal data and transport of storage media,
the data cannot be read, copied or erased without authorisation;
f) design its organisational structure in such a way that it meets data protection
requirements.

DISPOSIZIONI AMMINISTRATIVE E GENERALI
ARTICOLO 1 – OBBLIGHI GENERALI
1.1.
Il beneficiario implementerà il mandato sotto la propria responsabilità e in conformità con la descrizione del mandato nell’allegato I e prestando attenzione al conseguimento degli obbiettivi ivi stabiliti.
1.2.
Il beneficiario implementerà il mandato con la cura, l’efficienza, la trasparenza e la diligenza richieste, in linea con la migliore prassi nell’ambito interessato e in conformità con il presente mandato.
A tale scopo il beneficiario mobiliterà tutte le risorse finanziarie, umane e materiali richieste per la piena applicazione del mandato come specificato nella descrizione del mandato.
1.3.
Il beneficiario agirà da solo o in società con una o più organizzazioni non governamentali o altri enti identificati nella descrizione del mandato. I soci prendono parte nell’applicazione del mandato, e i costi nei quali incorrono sono ammissibili nella stessa misura di quelli incontrati dal beneficiario.
Se il beneficiario o, laddove pertinente, i suoi soci, deve concludere dei contratti al fine di svolgere il mandato, questi possono coprire solo una porzione limitata del mandato e dovranno rispettare le procedure di assegnazione del mandato e le regole di nazionalità e origine stabilite nell’allegato IV del presente mandato.
Al fine di supportare il conseguimento degli obbiettivi del mandato, e in particolare, laddove l’applicazione del mandato richieda un supporto finanziario per parti terze, il beneficiario potrà ottenere delle sub-sovvenzioni, se previste dalle condizioni speciali. Tuttavia, le sub-sovvenzioni potrebbero non costituire lo scopo principale del mandato e dovranno essere debitamente giustificate. Le condizioni speciali dovranno stabilire l’importo totale che potrà essere utilizzato per assegnate delle sub-sovvenzioni, così come l’importo minimo e massimo per tali sub-sovvenzioni. L’importo massimo di una sub-sovvenzione dovrà essere limitato a 10000 EURO per le parti terze, mentre l’importo totale che può essere assegnato come sub-sovvenzione per parti terze dovrà limitarsi a 100000 EURO. La descrizione del mandato dovrà includere una lista con le tipologie di attività che potranno essere ammissibili per una sub-sovvenzione, così come i criteri di selezione dei beneficiari di tali sub-sovvenzioni.
Tuttavia è il beneficiario a doversi assumere l’incarico della grandezza del mandato e, laddove applicabile, anche i suoi soci.
Il beneficiario da solo dovrà rendere conto all’autorità contraente per l’implementazione del mandato. Dovrà assicurarsi che le condizioni ad esso applicabili ai sensi degli articoli 1, 3, 4, 5, 6, 7, 8, 10, 14, 16 e 17 possano applicarsi anche ai suoi soci, e quelli applicabili, ai sensi degli articoli 1, 3, 4, 5, 6, 7, 8, 10 e 16 , ai suoi contraenti. A tale scopo dovrà includere approvvigionamenti, come stabilito negli accordi con suddetti soggetti.
1.4.
Il beneficiario e l’autorità contraente sono le sole parti della presente convenzione. Quando la Commissione europea non è l’autorità contraente, essa non è parte della convenzione, la quale discute su di essa solo a proposito dei diritti e dei doveri menzionati esplicitamente.
1.5.
Tutti i dati personali contenuti nella convenzione saranno elaborati in conformità al Regolamento (CE) No 45/2001 sulla tutela delle persone e riguardo l’elaborazione dei dati personali da parte delle istituzioni e degli enti dell’Unione europea e sulla libera circolazione di questi dati. I dati saranno elaborati esclusivamente ai fini dell’esecuzione, della gestione e del monitoraggio della convenzione da parte dell’autorità contraente senza alcun pregiudizio sulla possibile trasmissione agli enti incaricati del monitoraggio e dell’ispezione di ispezione nell’applicazione del diritto dell’Unione. Il beneficiario avrà il diritto di accedere ai propri dati personali e il diritto di correggerli. Se il beneficiario dovesse avere qualsiasi domanda sull’elaborazione dei propri dati personali, dovrà porle all’autorità contraente. Il beneficiario avrà diritto di regresso in qualsiasi momento al Garante europeo della protezione dei dati.
Laddove la convenzione richieda l’elaborazione dei dati personali, il beneficiario può agire solo sotto la supervisione del responsabile del controllo, in particolare riguardo agli scopi dell’elaborazione, alle categorie di dati che potrebbero essere elaborati, al destinatario dei suddetti dati, e ai mezzi attraverso i quali la persona interessata può esercitare i propri diritti.
I dati possono essere confidenziali ai sensi del Regolamento (CE) No 45/2001 del Parlamento europeo e del Consiglio per ciò che riguarda la tutela delle persone e soprattutto l’elaborazione dei dati personali da parte delle istituzioni e degli organismi comunitari e sulla libera circolazione dei suddetti dati. Il beneficiario dovrà limitare l’accesso ai dati personali strettamente necessari al fine dell’esecuzione, della gestione e del monitoraggio del mandato.
Il beneficiario si impegna ad adottare le misure di sicurezza tecniche e organizzative necessarie, tenendo in considerazione i rischi inerenti all'elaborazione e alla natura dei dati personali interessati, allo scopo di:
a) prevenire l’accesso ai sistemi informatici di elaborazione dei dati personali da parte di persone non autorizzate, e in particolare:
aa) evitare qualunque forma non autorizzata di lettura, riproduzione, alterazione o rimozione dei supporti di memorizzazione;
ab) evitare qualsiasi immissione non autorizzata nonché ogni divulgazione, alterazione o cancellazione non autorizzata dei dati personali memorizzati;
ac) evitare che persone non autorizzate utilizzino i sistemi di trattamento dei dati avvalendosi d’infrastrutture destinate alla trasmissione dei dati;
b) assicurare che le persone autorizzate ad utilizzare un sistema di trattamento dei dati non possano accedere a dati personali diversi da quelli cui si riferisce il loro diritto di accesso;
c) registrare quali dati personali sono stati comunicati, in quale momento e a chi;
d) assicurare che per i trattamenti di dati personali effettuati per conto di terzi possano valere solo le modalità prescritte dall’istituzione o dall’organismo contraente;
e) assicurare che, nel corso delle operazioni di comunicazione di dati personali e durante il trasporto dei supporti di memorizzazione, i dati non possano essere letti, copiati o cancellati senza autorizzazione;
f) strutturare l’organizzazione interna in modo da soddisfare le particolari esigenze connesse alla protezione dei dati.

the story of the rural aristocracy of Masullas

wider context of nobility in Sardinia.
The historical journey starts with an
individualization of the main facts of
the Sardinian history from the period of
the four reigns in the middle of the XI
century to the Savoy age, by analysing
the connection between these events and
the noble institutions. Following this
introduction is a description of the territory
from an administrative and judicial point
of view, an analysis of the relationships
binding the nobility with the Church and
an investigation of the menial conditions
in which the lower classes of the village
were forced to live. A proper room is also
consecrated to the noble families of the
territory.
The aim of the museum is to encourage
knowledge and a debate among the new
generation over the historical evolution
concerning Justice and Law.

Finanziato dal primo bando dei Progetti Strategici del Programma Operativo Italia-Francia “Marittimo”, nel quadro dell’Asse III “Ambiente e produzioni rurali e marine”, Co.R.E.M. si dedica al tema della cooperazione all’interno della Rete Ecologica dei territori di Corsica, Liguria, Sardegna e Toscana.
Il progetto vede la partecipazione di un ampio partenariato di cui è Capofila l’Assessorato della Difesa dell’ambiente della Regione Autonoma della Sardegna, composto dalle principali amministrazioni pubbliche locali, da primarie agenzie di protezione ambientale, importanti parchi nazionali e regionali ed aree marine protette, unitamente a prestigiose università e centri di ricerca.

Finanziato dal primo bando dei Progetti Strategici del Programma Operativo Italia-Francia “Marittimo”, nel quadro dell’Asse III “Ambiente e produzioni rurali e marine”, Co.R.E.M. si dedica al tema della cooperazione all’interno della Rete Ecologica dei territori di Corsica, Liguria, Sardegna e Toscana.

Co.R.E.M. si propone di tutelare e valorizzare il patrimonio naturalistico e la biodiversità della Rete Ecologica, mirando a ridurre la pressione e le minacce sulle risorse ambientali e a favorire una fruizione sociale ed economica sostenibile delle stesse, grazie al coinvolgimento ed alla sensibilizzazione dei cittadini e delle imprese.
A tal fine, si punta alla creazione di reti di cooperazione transfrontaliera, per la condivisione e lo scambio di metodologie di lavoro e buone prassi gestionali, che consentano ai partner di progetto di migliorare la propria capacità di pianificazione integrata delle politiche e degli strumenti di gestione della Rete Ecologica.
Lungo un arco temporale di 36 mesi, con un budget complessivo di 6.000.000,00 di euro, l’architettura del progetto prevede diverse linee d’intervento, suddivise in cinque Sottoprogetti e tre Azioni di sistema.
OBBIETTIVI
Il progetto contribuisce alla valorizzazione del patrimonio naturalistico della Rete Ecologica mediante attività di condivisione, a livello transfrontaliero, di specifici modelli e pratiche di governence, scaturiti da una molteplicità di azioni convergenti.
Obiettivi specifici
ampliare, consolidare e integrare in sinergia le reti ecologiche dei territori individuati;
migliorarne le capacità di gestione da parte degli Enti preposti;
mitigarne i fattori di criticità mediante interventi di recupero e tutela;
promuoverne una fruibilità sostenibile in termini di accessibilità e attrattività;
mettere a frutto le esperienze di ciascun partner nel recupero e ripristino di ambiti degradati;
consolidare, a livello di rete transfrontaliera, la rete Natura 2000 mediante un approccio sistemico di integrazione e condivisione di esperienze e competenze;
promozione delle aree caratterizzate da una modesta pressione sulle risorse ambientali mediante la creazione di nuovi servizi di fruizione;
sviluppare modelli e reti per il monitoraggio delle componenti ambientali, di habitat e specie;
armonizzare i singoli approcci di programmazione di settore volti allo sviluppo ecoturistico delle aree in un Piano di Sviluppo Ecoturistico Maritime;
creazione di linee guida di sottorete (marina, rurale, montana) per una gestione coordinata di modelli e pratiche di fruizione;
accrescere, mediante iniziative di sensibilizzazione rivolte soprattutto alle scuole superiori e le Università, gli scambi transfrontalieri di informazione sulla rete ecologica (creazione di una Comunità Transfrontaliera Natura 2000);
sviluppo delle tematiche della Rete Natura 2000 e loro introduzione nei processi di Agenda21, in particolare per gli ecosistemi costieri.

OBJECTIFS

consolider, au niveau du réseau transfrontalier, le Réseau Natura 2000 par une approche systématique d’intégration et de partage des expériences et des compétences;
promouvoir les zones caractérisées par une pression modeste sur les ressources environnementales grâce à la création de nouveaux services de jouissance;
développer des modèles et des réseaux pour le monitorage des composantes environnementales, d’habitat et d’espèces;
harmoniser les différentes approches de programmation de secteur destinés au développement écotouristique des diverses zones dans le cadre d’un Plan de Développement Écotouristique Maritime;
