De nos jours, le besoin de structures d’accueil des jeunes enfants et de leurs familles est largement reconnu à travers l’Europe.
Les organisations internationales (dont l’Union européenne), les différents niveaux gouvernementaux, les partenaires sociaux, les ONG et de nombreux parents réclament ces services.
Mais quels services ? Sur quels principes et quelles valeurs ceux-ci devraient-ils s’appuyer ? Les Etats membres devraient-ils se préoccuper d’eux uniquement au niveau local et national? Ou est-il nécessaire d’en faire plus au niveau de l’UE ? Et si tel est le cas, quelle action entreprendre ? Une approche européenne des services à la petite enfance est-elle nécessaire ?
Ces questions seront abordées dans ce document d’étude.

Today, across Europe, there is widespread recognition of the need for services for young children and their families.
International organisations, including the European Union, different levels of government, social partners, NGOs and many parents call for services.
But what services? On what principles and values should they be based? Is this a matter purely for member states at national and local level? Or does more needs to be done at an EU level? And, if so, what action is needed? Is there a need for a European approach to services for young children?
These questions are addressed in this consultation paper.

Source text - French La compagnie Provisoire, depuis sa création tend à avoir une réflexion sur l’espace public et les habitants qui le composent.
Pour avoir un espace commun, il faut une volonté délibérée (qui peut être issue de l’inconscient collectif) de poser un espace comme appartenant à tous situé à la rencontre de nos espaces personnels.
Le propos de la compagnie est d’exploiter ces lieux, qu’ils soient rue, cour, appartement, rivière, place, abribus ou autres et d’interpeller la population sur ses espaces.
De ce fait, lier la population aux projets de la compagnie nous parait primordial dans une réflexion d’actes artistiques.
Fidèle à cette pensée, cela fait maintenant 8 ans que nous travaillons au sein de divers espaces urbains et dans différents projets.
De là découlent nos nouveaux projets d’actions pour 2009/ 2010.
Translation - English Since its creation, the Compagnie Provisoire has been very keen on the relationship between the public space and its inhabitants.
For a communal space to exist, there should be a common willpower ‐ which may stem from the collective unconscious ‐ to create a space that would belong to all, that would be located at the crossroads of our personal spaces.
The Compagnie Provisoire's intention is to make the most of public spaces (such as streets, courtyards, gardens, rivers, apartments, bus stops, squares, etc.) in order to make people question their relationship with them.
We think that the association of « people » to our project is essential to our reflection on artistic acts.
Faithful to this intention, we have been working on this idea for the last eight years throughout our various projects, within different urban settings.
We have defined our 2009/2010 new project actions according to this continuous work
