IDPs are individually tailored and describe objectives and activities for the employee’s career development. IDPs benefit both the employee and the organization. Employees benefit, because implementing an IDP helps them enhance their knowledge, skills, and experiences. Improved competencies help them achieve personal and career goals both inside of and external to the organization. The organization benefits by developing improved employee capabilities, work load planning, and resume needs. Competent employee performance, plus the added bonus of improved moral, and personal job satisfaction can make the organization more effective.
IDPs work by helping an employee and manager / supervisor clarify things that are important to them and plan to achieve them. In the IDP are career objectives, and the knowledge, skills and abilities needed to achieve these objectives, as well as, activities that will provide employees the opportunity to learn and apply the knowledge and skills.
Procedure to create an IDP
Employee should conduct a self-assessment to determine current skills, interests, and values. In addition to an assessment of current job strengths and areas of improvement, ask questions such as:
• What do I value?
• How satisfied am I in my current job?
• How well does my job meet my needs?
• If I wanted to make a change, what would it be?
• How do others see me?
• How do I want to be seen?
• What kind of personal do I want to be?
• What makes me happy?
Where does the employee want to be? Once the employee reviews current skills, interests and values, begin to examine the options available. Ask questions such as:
• Do I want to move up or over to a new organization?
• Do I want to enrich my present job?
• Do I want to develop new skills?
• If so, which ones and why?
Talk with supervisors and managers and see what options are available. Do a reality check to ascertain that the employee’s opinion about himself/herself matches organizational needs within available options.
After deciding where the employee wants to be, identify developmental areas. Ask questions such as:
• What specific skills, knowledge and abilities does the employee currently possess?
• What does the employee have to strengthen now to meet current needs of the organization?
• What does the employee do to strengthen for future assignments?
Determine barriers.
• What does the employee need to overcome the barriers?
• What is in the way?
• Where does the employee need to change?
• Identify the sources of the barriers and determine the need and actions to overcome them.
What is the current level of competency of the employee?
You may want to conduct a job analysis to determine exactly what job-related tasks are necessary for successful performance of the job. These tasks can then be used to identify the specific knowledge, skills, and abilities needed. Once identified, the employee and the supervisor can determine the areas within which improvement is needed. Ask questions such as:
• Why does the job exist?
• What is its purpose?
• What are the major duties and responsibilities involved?
• What special requirements are necessary or helpful to know?
Developmental activities
Developmental activities are undertaken by an individual to achieve a developmental objective. Some objectives may be achieved by the familiar means of formal training and attending events such as conferences and seminars. However, the skills, knowledge and abilities that comprise many competencies may be better learned and practiced by means of other activities. Activities other than formal training classes or attending meetings that are appropriate for IDPs include the following:
In most cases, these activities are not as expensive as formal training. They can often be accomplished while on the job with very less accommodation

¿Dónde quiere estar el empleado? Una vez que el empleado analice sus capacidades, intereses y valores, comience a estudiar las opciones disponibles. Haga preguntas tales como:
• ¿Quiero ascender o cambiar de organización?
• ¿Quiero enriquecer mi trabajo actual?
• ¿Quiero desarrollar nuevas capacidades?

¿Cuál es nivel actual de competencia del empleado?
Con el fin de lograr un rendimiento satisfactorio, puede serle útil realizar un análisis del puesto para determinar con exactitud las tareas necesarias relacionadas con el puesto. Estas tareas luego le ayudarán a identificar los conocimientos, capacidades y habilidades específicas necesarias. Una vez identificados, el empleado y el supervisor podrán definir las áreas en las cuales es necesaria una mejora. Realice preguntas tales como:
• ¿Por qué existe este puesto?
• ¿Cuál es su cometido?
• ¿Cuáles son las funciones y responsabilidades más importantes involucradas?
• ¿Qué requisitos especiales son necesarios o útiles saber?
Actividades de desarrollo
Las actividades de desarrollo son aquellas que toma un individuo con el fin de lograr un objetivo de desarrollo. Algunos objetivos puede ser alcanzados a través del clásico entrenamiento formal y la participación en eventos como conferencias y seminarios. Sin embargo las capacidades, conocimientos y competencias que comprenden muchas competencias pueden aprenderse y practicarse mejor con otras actividades. Las clases de entrenamiento formal o la participación en reuniones son actividades apropiadas para los PDP, como también lo son:
• Observación del trabajo.
• Revisar y analizar ejemplos.
• Pasantías, aprendizajes.
• Entrenamiento en el lugar de trabajo.
• Instructivos por video o computadora.
• Proyectos / tareas especiales.
• Entrevistas estructuradas con expertos en el tema.

GENEVA, May 7 (UNHCR) – The UN refugee agency has launched a repatriation programme for tens of thousands of refugees who want to return to the Democratic Republic of the Congo from neighbouring Republic of the Congo.
In a low-key start to the operation, a small convoy of boats on Saturday took 79 refugees down the Oubangui River from the town of Betou in Republic of the Congo (ROC) to Dongo in northern Democratic Republic of the Congo's Equateur province. UNHCR and senior officials of the two countries are expected to take part in a formal ceremony later.
A further two convoys carrying almost 620 people are expected to take place today and on Friday, stopping at Dongo, Ikpengbele and Mozombo. UNHCR plans to assist 49,000 refugees return this year from ROC and 32,000 next year. The refugee agency also plans to repatriate Congolese refugees from Central African Republic, but this programme is being developed.
The operation for Republic of Congo will be a major logistical challenge for UNHCR and its partners, with refugees dispersed in remote areas over a wide area.
The refugee returnees on last weekend's convoy were among an estimated 143,000 civilians who fled to neighbouring countries (123,000 to Republic of Congo and 20,000 to Central African Republic) to escape inter-ethnic clashes sparked by fishing and farming disputes in Equateur in late 2009. Those crossing to the Republic of Congo sought shelter in remote settlements on the banks of the Oubangui.
A further 100,000 sought safety in other parts of Equateur, but most went back to their villages as the situation improved. A few thousand have returned from Republic of Congo, but many come over to check their lands on a regular basis.
UNHCR has been helping the returnees, providing shelter kits and constructing more than 200 homes for the vulnerable. It has also been promoting reconciliation between the Enyele and Munzaya communities, who signed a non-aggression pact early last year.
As part of the reconciliation programme, a UNHCR-funded community radio station went on air last October. It can be heard across the river.

La operación comenzó el sábado con un pequeño convoy de barcos que transportó a 79 refugiados por el río Ubangui desde la ciudad de Betou en la República del Congo (RDC) hacia Dongo, en la provincia de Equateur al norte de la República Democrática del Congo. Está previsto que ACNUR y altos funcionarios de ambos países participen más adelante en una ceremonia formal.
