Source text - Portuguese A Amnesty acaba de publicar (22/11/2006) um novo relatório que indica até que ponto chegam a tortura e outras formas de maus-tratos na Rússia, em violação das obrigações do país a nível nacional e internacional, assim como a ausência de uma verdadeira vontade de erradicar este problema.
Este relatório examina a prática do recurso à tortura ou a outras formas de maus-tratos quando se está sob a custódia da polícia, nos centros de detenção provisória e nas colônias penitenciárias, bem como no exército e nos lugares de detenção especiais, não oficiais ou não reconhecidos, principalmente nas regiões do Cáucaso do Norte.
A Amnesty Internacional considera que as condições de detenção sob guarda da polícia e superpopulação dos centros de detenção provisória constituem frequentemente um tratamento cruel, desumano ou degradante. As condições de detenção das pessoas condenadas à pena de reclusão perpétua violam a Convenção contra a tortura e outros tratamentos cruéis, desumanos ou degradantes.

Translation - English Amnesty International has recently published (11/22/2006) a new report detailing the degree of torture and other types of human rights infringements occurring in Russia, as well as the absence of a true desire to eradicate this problem. This contravenes the country’s obligations at a national and international level to protect its citizens.
This report examines the practice of resorting to torture or to other types of abuse while in police custody, at temporary detention centres, corrective labour colonies, in the army or at unofficial or unrecognized special detention centres, mainly in the Northern Caucasus regions.
Amnesty International believes that cruel, inhumane and degrading conditions are often prevalent while under police custody and, likewise, at overcrowded temporary detention centres. Furthermore, the United Nations Convention against Torture and Other Cruel, Inhumane or Degrading Treatment or Punishment is being seriously violated, when one considers the appalling treatment of prisoners serving a life sentence.
