In the script that I have, the term is written as
رومة الکبریٰ, with the "ت" written as a wavy form of 'gol hay' with two dots on it.

Here's the full sentence to provide context. For some reason my 'hay' key is not working for the Urdu script so I'll be transliterating:

"Yoonan, Roma, aur Baheera-ay-rome kay gird-o-paish aasmaani mazaahib apni tawanaa-ee kho chukay thay. Sultanat ki parastish 'Romatul kubra' ka mazhab thaa, aur shah-parasti in logoN ka eeman-o-dharm thaa."

Great Roman Empire

In fact, it is an Arabic word made up of two words 'رومہ ' and 'کبریٰ' . The literary meaning of this word is 'Great Rome' . The actual name given to Roman Empire in ancient days was 'Great Roman Empire' due to huge area covered by it under the rule of great christian rulers.
