Eğer bu konuşma anlaşma imzalandıktan hemen sonra geçiyor ise bence burada "simple past tense" kullanmak gerekir.

İfadeden ben böyle olduğunu düşündüm çünkü antlaşma, "bu antlaşma" diye özellikle işaret edilmiş gibi.

İfade, "...antlaşması ile siz..." şeklinde olsaydı, "present perfect tense" uygun olabilirdi.

neutral Mehmet Hascan : "simple past tense" kullanırsanız, sanki anlaşma bozulmuş ve güney sınırı artık güven altında değil izlenimi veriyor. "present perfect tense" ile geçmişle şu an arasında bir bağ oluşturuyorsunuz.
