Anita: In American English we normally speak of "the rank of ensign, lieutenant, captain, etc.", and officiers with that rank are *commissioned*:

"All new members are commissioned to the rank of Ensign unless otherwise determined by the Command Council..."

If the rank has been earned for heroism or exemplary servide, etc., it may be *awarded*.
