* blow out horn * or * blow out whistle *
would do the trick.

In Uruguay, a \"matraca\" is a wooden (or plastic) party favour that turns on a stick. It goes \"ra-tat-tat-tat\". They are what we call \"noise maker\" here in the Mid-West.
There is a larger version of the \"matraca\" that is considered a musical instrument.

I never hear of "musical party blow outs" either, even though that's what the manufacturer calls them. That's why I made the other suggestions. Thank-you for your comment.
