I think you have to include the 'steel toe/tipped' part. The greatest danger, probably, for stevedore feet, is something crushing their toes. Also the use of 'casquillo' would require this element to be included.

HARD-TOE SHOE
The reason for this word is that stevedores wear shoes with a hard protective metal covering that protects their toes in case something falls on them. Thus: hard toe+ shoe.
