The syntax is weak. As I see it, 'certified/accredited' (I prefer 'certified') applies to the institutions but to the phrase that follows. The literal translation would be weird:

Weird: 'institutions certified in the task of improving the quality of services that we deliver to the Chilean population'

That doesn't make sense: certification comes from a very specific process, improving the quality of services is a goal, not something you certify in.
