Impotencia funcional refers to the lack of ability to move the limb due to any cause (such as a fracture, a nerve lesion or muscle disorder) rather than that the joints are immobile (which could be due, for example, to the patient resisting moving the joint - which would certainly not be an inability to move the limb - or to an arthrodesis, in which the joint cannot be moved but the loss of function may be relatively small).

In this context, I think I would use the term given above: "functional deficit of the right leg/lower limb". This may be total or partial.
