In one legal dictionary, Saint Dahl, Diccionario jurídico inglés-español, McGraw-Hill, 2004 (?), it says \"recorded\" pero obviamente como adjetivo.
Por eso opté con la selección del sustantivo del Oxford Business.

Black's Law Dictionary says "Restrant: one who registers; particularly, one who registers anything (e.g. a trademark) for purposes of securing a right or privilege granted by law on condition of such registration.
Therefore, based on this definition, the registrant in your text would be the child's father/mother.
The translation I suggest is a bit long but I think it clearly expresses what inscrito means in this context.
