The judge is ordering that the respondent be served [whatever docs...], the way I am reading this...OR...orders that service be effected or whatever....In N.Am. terms, at least...Note judges generally (in North America) don't have to order that service be effected because the parties WANT the other party to be served. More often the judge orders substitutional service.
