There are several terms in the Spanish language "particularly on the legal field" to name the court system. Juridiccional only means that has jurisdiction, as county courts or federal courts, therefore, this sentence just refer to that court which has jurisdiction over a certain "something" and is called an "organo" because is a branch or "organ member" of the judicial system.
