I think that "los partes" refers to the "relevant sides" as opposed to "relevant parts" which would have been stated as "las partes". Unless it's a typo, I'm going with "relevant sides" and giving this a 4 confidence level.

: I think that in this text 'partes' are indeed records, that they should be 'relevant' or 'pertinent' and that 'submitted' is best. "The party of the first part" = "el parte de la primera parte" (he who filed the lawsuit, as opposed the respondent to it)

: "Partes" are not "records" either, but "reports." No lo tomes a mal por favor, pero no hay ninguna acepción de "parte" (y la RAE da 26, que no son pocas) que hable de "instrumentos legales". Y su traduccción no es "record" en ningún contexto.
