a hot war

my guess is that this is just a way of emphasizing how serious the conflict was. There is also, of course, "cold war" -- tensions but without the deployment of troops.

living war

There are some references in history to a "Tierra de guerra viva" -Land of Living War- related to mexican and South America (Chile, I believe). Since the context is history, maybe there's some connection between one and the other.
