my guess is that this is just a way of emphasizing how serious the conflict was. There is also, of course, "cold war" -- tensions but without the deployment of troops.

There are some references in history to a "Tierra de guerra viva" -Land of Living War- related to mexican and South America (Chile, I believe). Since the context is history, maybe there's some connection between one and the other.

El Nuevo Reyno de León fue conocido como "tierra de guerra viva", debido a que las tribus nómadas chichimecas se resistieron a ser esclavizadas. Las prisiones y los poblados defensivos llegaron a ser la base de la estrategia militar española en la Gran Chichimeca.
La "guerra viva" terminó cuando los indígenas fueron barridos."
