Una mano abierta a la prevención en las administraciones públicas

Spanish to English Social Sciences Government / Politics Conference title
This event comes up in a translation I am working on to do with sustainability and responsible tourism in one of Spain's Autonomous Communities.

COLABORACIÓN EN EL XVIII CONGRESO SESLAP 10, 11,12 de Noviembre de 2010. “Una mano abierta a la prevención en las administraciones públicas”.

Here's the link to the conference website:

http://www.registroweb.ws/Ingenia/SESLAP/inicio.swf

I don't think this has an official translation, but I was going to gloss it. It's the "mano abierta" bit which is stumping me a little.

All input gratefully received as always. UK Eng please and THANK YOU in advance.

Discussion

Eliza Wright Apr 10, 2011:
FYI Link didn't work for me.
Eliza Wright Apr 8, 2011:
Mano abierta Okay, we're mostly American/Latin American, but it's a slow day. I would probably use either "welcoming" or "encouraging" for "mano abierta." The dictionary definition is "liberally." I guess it would depend on the content of the lecture. Maybe the point is to have an open discussion. Anyway, good luck.

We're talking about occupational risk prevention here.
Peer comment(s):

agree Eliza Wright : I like this. It sounds like a seminar title. How is it that we know that we're talking about occupational risk prevention (workplace safety?) though. Just curious.

Spanish term (edited): Una mano abierta a la prevención en las Administraciones Públicas

A sociable approach to (fostering) prevention in the Civil Service

Quite a tough one really, but considering the conference is about Occupational Health in the Civil Service, I thought I’d get the ball rolling with this suggestion. I know the Spanish Government(s) like to come across all touchy-feely in their communications, as I’m sure you know from some of the ads on TV here, so I thought ‘sociable’ might hit the register. I was also mindful of the open hand logo on the website, and felt 'sociable' or even 'friendly' might keep in with that.

Not sure if it would need to be ‘in Civil Services’ because of the 17 autonomous communities...?

Cheers.

Example sentence:

Una mano abierta a la prevención en las Administraciones Públicas

A sociable approach to (fostering) prevention in the Civil Service

Peer comment(s):

neutral AllegroTrans : I think you need to say what kind of prevention this is; the word on its own is almost meaningless

I did consider that, but came to the conclusion that all of the civil servants attending will know exactly what 'prevention' refers to.
agree Eliza Wright : Okay, but get rid of "A sociable apprach to" and just say "Fostering prevention in the Civil Service."

Thanks Eliza, yes that would work nicely I reckon. I was trying to factor in the open hand logo on the website with "a sociable apprach to", but the open hand logo itself says that already.

An approach that fosters/promotes risk prevention in public administrations

I don't think that the "mano abierta" part can or should be translated literally..

An open-handed approach to public employee risk prevention

Just trying to get the "hand" in there, as it is the main design element for the logo and I'm sure the client is hoping for some kind of visual/verbal match. A flexible approach...

Another option, to get flexibility in there since you're dealing with sustainability and tourism. Flexible in the sense of being open to new ideas or approaches to situations, not in application of prevention rules.

Forgot to add before that I would probably agree with either Jenni or FVS for the best options and phrasing the last bit.
