The system does formally exist. The Spanish version of the site refers to "actores" but has translated it as "members". "Players" sounds a bit wierd here. Maybe "members and interested parties?" The National Science and Technology Strategy (ENCYT) is a positioning document prepared with the collaboration of members of the Spanish Science and Technology System (General State Administration, Autonomous Regions, R&D&I executives, social agents, etc.), that summarises the main principles and general objectives that should govern the science and technology policies, both at national and regional levels, in the period 2007-2015.http://www.micinn.es/portal/site/MICINN/menuitem.7eeac5cd345...
