I think it's more than negotiations. He's talking about initiating positive benefits for the country. He believes that by traveling abroad he could have done the country some good. Any steps taken from abroad at his instance would have only been of benefit to the country - something in the spirit of: "By not letting me go abroad, they were only shooting themselves in the foot."
