based on the context, it seems to me that the sentence might be referring instead to the meteorological definition of vaguada:
(from the rae):
Depresión barométrica que en forma de valle penetra entre dos zonas de alta presión.

in English: low pressure/barometric trough/trough of low pressure


I am not a weather expert, but it seems like an ocean current is more likely to affect barometric than it is a valley/inlet.

The moisture in arid and semi-arid atmospheres in Chile enters in three ( different) ways: winter rains borne by western winds, summer rains borne by eastern winds, and coastal valleys/ inlets from the effects of the cold Humboldt current.
