and those who even then lack the means

"capacidad económica" means "enough money in order to afford something". That sounds a bit harsh, and it can be summed up neatly with "means", I think.
Example sentence:

Él tiene la capacidad económica como para comprar un auto de lujo.

He has the means to buy a luxury car.
