@ Richard Richard, you are correct, we have no idea who or what qualifications the writer had but the concept is clear to me due to prior experience doing a translation for an engineering student. Complicated stuff, but what I remember is that all these sources of thermal changes must be accounted for in order to build/inspect joints of steel beams to ensure they will stand up to the stresses they are, have been and will be exposed to in a period of time. Climatic changes are obvious; the construction stresses are those created by not tightening bolts/rivets properly, not providing proper support/reinforcement brackets; and the third is self explanatory, welding heat will weaken the metal, if the welder has the welding equipment improperly set the joint will not be strong or will be so hot it will create brittle sports on the structure that would give in under pressure created by weight of furnishings or earthquakes and such. And Yes, some of these folks make our lives miserable with their attempts of translating into a language they are not familiar with.

Clarification on the source. Gilberto points up several apparent misstatements in the source, if the context has much to do with construction, at all. What is the source and target country, to begin with? The type and purpose of the source document? Apparent position (and perhaps educational level) of the writer, according to the remainder of the text? Especially, the 'soldura/soldado' transliteration in the source suggests a non-professional status for the writer; which gives our very-professional colleague, Nsalva, a stimulating challenge to render into English that is both communicative and faithful to the level of language in the source. The term "acciones térmicas" in this context refers to stresses on a structure generated by constrained thermal expansion or contraction. In english, the terms "thermal loads" or "thermal actions" (as defined in the Eurocodes) are normally used for this concept. My understanding is that the ST differentiates between thermal loads imposed by climatic (temperature) changes and those related to functional aspects (thermal effects that the operating conditions of the structure might impose). The term "del tipo normativo" is used to indicate that these actions are defined in whatever regulations or codes (normas in spanish) are applicable for the structure in question.

There may be alternative (and maybe better) wordings for the term (regulatory thermal loads due to/generating from operational conditions...), but above all I just wanted to give you my understanding of the text.

Entiendo que el término solicitado debió ser: [acciones térmicas funcionales del tipo normativo]

Habla de los efectos de cambios de temperatura basado en diferentes fuentes, en éste caso el clima, el uso normal (aire acondicionado/calefacción y temperaturas producidas por los procesos de construcción).
Creo que debería decir “...resultantes del proceso de soldadura”, no de soldado, a menos que se refiera a conflicto bélico, un soldado no produce nada que puede afectar la temperatura de un edificio...
