municipality
An "alcaldía", although addressing civil register issues, is a lot more, it is in fact a city or town government, i.e., the municipality. You may want to check the below cited references.

Whereas "city hall" or "town hall" are correct, I would hesitate to translate "alcaldía" as such, because the other is clearly an institution of CLaw systems, whereas "municipality" would best reflect the LatAm reality. IMHO.
