I am translating a Mexican Birth Certificate, and I don't know what the "C." stands for. Any one knows what it stands for? Have you seen it translated already into something specific?

Here are the couple of sentences where it appears:
"Y como director general del registro civil en el estado, certifico: que en libro...del archivo general ...se encuentra .... levantada por el ***C. Oficial*** __--___ del Registro Civil [Fulano de Tal]...."

"Se extiende esta certificacion, en cumplimiento de [tal ley] en [tal fecha] doy fe: El ***C. Director General *** del Registro Civil...."

C.____ stands for "Ciudadano" in Mexican official documents (from Thomas L. West III's Spanish-English Dictionary of Law and Business) but it is not customary to use "Citizen" in English. "Honorable" would be appropriate.

neutral Reed James : I like Hon. in this case, though I do have my reservations because C. is often used for a plaintiff or defendant in a Mexican court case. Honorable doesn't fit there...
