Legal Framework / Legal Environment
This is the term found in Javier Becerra's legal Spanish-English Dictionary. However, there is no explanation. I have also seen both "Marco Legal" and "Marco Jurídico" in Spanish, but these are only synonyms. Webster's dictionary defines framework as "a skeletal structure designed to support or enclose something. The Income Tax Law, for example, should provide the legal framework for dealing with income tax issues such as defining deductible and nondeductible items for income tax purposes. Hope this helps.
