Strange way to say it, \"carta de mérito\", but it does not sound too bad as a translation for \"eligibility\" or \"entitlement\" letter as Jane offers. Both are good.

It is a re-translation for sure.

William,sobra toda explicación si vas a la página que te doy.
En cuanto a "ameritados", es decir, los que reunen los requisitos para beneficiarse de las prestaciones de la Seguridad Social,yo lo traduciría como
"eligible applicants"
