I have to agree with Olga regarding "agree with" for "согласовать". This is a pretty extensive mistranslation. You agree upon something with someone, but agreeing something with someone just doesn't sound right/sounds Russian. согласовывать что-либо с кем-либо is usually coordinate, concur, go over, review, etc. something with someone.

Concurred and approved In technical fields, I often see this pair of words. For something like design documentation, there are people who "concur" and one who "approves". For example, design documentation for pressure vessels needs to be concurred with the engineers responsible for piping, mechanical, electrical, etc., and then the project engineer/head honcho gives final approval.

"to agree with" versus "to approve"

Speaking about documents (contracts, resolutions, bills, etc.), I would say that "утвердить" refers to the final stage of document approval. For example, first the document is agreed (согласовывается) with someone and then it is approved (утверждается) by person or authority of the highest rank, which is the final stage of document coordination life span.

For example, "После согласования с бюджетным комитетом и министерством финансов, постановление было утверждено Правительством" - "The resolution was agreed with the budget committee and the Ministry of Finances, and subsequently approved by the Government."
