"Синдром тревожных сомнений" isn't found in Google AT ALL, so I believe that it is a mistake and that what the author meant was "синдром тревожных расстройств" or "синдром тревожных состояний" = anxiety disorder / syndrome.
It's not a specific condition but, rather, a group of conditions. For example, here (http://www.rmj.ru/articles_5650.htm) we read:
Согласно современным классификациям психических расстройств, тревожные расстройства распределены в восемь дискретных категорий: паническое расстройство, генерализованное тревожное расстройство, агорафобия с паническим расстройством, обсессивно–компульсивное расстройство, социальная фобия, специфические фобии, посттравматическое стрессорное расстройство, острое стрессорное расстройство.

This agrees very well with the headings that we find here ( http://en.wikipedia.org/wiki/Anxiety_disorder#Classification ).
