I realize the references given below are Russian and therefore suspect as to correct translation, but here they are. In addition, thrust, overthrust, and thrust fault are synonymous in the event they want to be used with near-.

Because при sounds like pre doesn't mean it means before, in front of, etc. Look at all the Russian geographic names with при and most mean near not pre-.
