"По территориальному признаку" doesn't mean "one in each of the territories", or "one in each of the entities" like my colleagues suggest.
This means that the goods will be shipped to the logistics center closest to the intended destination. Normally this location would be where the recipient is located.

Based on the comments of my colleagues below, I believe that we should say it the way Mr. Lozinskiy suggests: "closest to the consignor/consignee" (to account for export traffic as well as import). This is exactly what is meant in the source text, no matter how dubious the source text is.
This means that the goods will be shipped to the logistics center closest to the intended destination. Normally this location would be where the recipient is located.

Good point. Haven't thought of that. But again, I would refrain from "regional" in the translation, since it means a very specific thing in the Russian customs designations. I'll think how to adjust the translation, but "territorial" is meaningless, too.
