Russian to English Bus/Financial Accounting
Context - report on a budget.

I think проценты к уплате can only be translated as interest payments, but it seems a little odd in this context:

Проценты к уплате включают в себя дополнительно к процентам по кредитам вознаграждение банкам, расходы на юристов по обслуживанию
кредитных соглашений.

Are such things really classed as interest payments?

Of course legal fee cannot be considered as an interest payment, it's a wrong wording. Also I think interest cannot be plural in this context.

Is there really such a term as interests payable? I have never encountered it before.
What I am more concerned about is how things like lawyers' fees are considered an interest payment.

I understand what you mean. I gave the translation of the Russian phrase "проценты к уплате".
However, I think the Russian choice of the words is not proper.
I think a better wording would be "сумма к уплате" or "платеж" and it shall include interests on loans, bank's commission and lawyers' fees.
Therefore it might be more appropriate to call it "a payment" or "amount payable"
