Any of these answers would convey the meaning accurately, I feel... but to my mind, the most likely and natural-sounding way of saying it would be simply:
"must submit (etc)... to the local tax authority".
"Local" doesn't sound very specific, I know, but the key here is "the". "The" indicates that there can only be one which is "local", and clearly, that can only be the one with authority/jurisdiction in the area in which the 'titular' lives - so it does imply "the one which has authority in/governs the area".
"Persons setting up on a self-employed basis should contact the local tax authority to ensure that their social security contributions are deducted..."
