@TechLawDC Neither have I, at least, not in this context, which is probably because this distinction is not made in common law systems and there is therefore no equivalent term. Perhaps "mere procedural acts" would have been better. What dictionary are you referring to?

I have never seen "procedural acts" in English. Perhaps opposed to "substantive acts"? This is another of those instances where evidently a dictionary is wrong, at least in the present context.

ato ordinatório = ato relativo à marcha ou à ordem do processo, ou seja tramitação processual

agree Mario Freitas : Yes, simpler is best. You could even say "ordinary procedural acts" just to differentiate them from the extraordinary ones.

Could be a 'step in the proceedings' - in the right or wrong direction.

Perhaps either alternative would be understandable in the USA or Can.

ordinatório: (part. pss. de ordinare - quaere: allocating a track) heedful of the laws or decree and ensuring the proper progress of trials (Aurelio, Rio de J.)

Example sentence:

“an application may not be made by a person before taking the appropriate procedural step (if any) to acknowledge the legal proceedings against him or after he has taken any step in those proceedings to answer the substantive claim“.

Alternative: ordinary administrative acts which do not need to be performed by the judge.
(Neither the word "simple" nor the word "ordinary" conveys much meaning. The meaning is supplied by the latter part of the phrase.
