Mike, could you confirm whether there is a reference in any other part of the text to a "carta precatória"? If so, the "ordem deprecada" could simply be a request sent to another comarca, via carta precatória, and therefore merely standard judicial procedure, without any emotional undercurrent.

Aurelio (I had to look it up, thought verb meant something else) and it's implore, pray for etc. To ask insistently. Not crucial, but writer sought to be more dramatic than "request" Chose your own adverb here
