Por ser intencional, a pesquisa pede por critérios que, direcionando as ações que buscam alcançar alguns objetivos, organizem e ordenem – minimamente, sem a pretensão de perenidade – o que é caótico. Por regulação, ao contrário, entende-se um processo em que grupos que se constituem socialmente discutem e esclarecem continuamente as finalidades que organizam a vida em comum, de forma que os procedimentos de convivência e realização de ações coletivas estejam adequados com as finalidades estabelecidas coletivamente.
