Or probably: Not a Drop-in Office / Place , etc. drop in: a drop-in place is a place offering a service or support where you can go without having to make arrangements first.
But I prefer the first choice as I think it sounds more natural and more widely used in English in such contexts

You can certainly use it.
I just a quick Google search on both and "pre-arranged appointments only" had about one-half the number of hits of "visits by appointment only".
But, in particular, I think you will see more signs/notices/announcements/etc using "visits by appointment only"

یعنی در واقع اجازه ورود هست اما در زمانی که توسط شخص تعیین خواهد شد.
"no unauthorized entry" is most commonly used without any particular explanation...however, it can be used in all sorts of locations: medical facilities/military bases/police stations/electrical and mechanical rooms/laboratories/factories/computer rooms/etc.
It can be seen on doors/gates/fences/posts.
It basically means that "If you do not have authorization to be here, do not enter"...and obviously if you don't know whether you have authorization or not, you are not authorized.
You could use it with "staff room" if you wanted to...but more probably you would just use "staff only" if you wanted to keep other people out.
It is still not clear for me exactly what the intent of the sign in Persian is, so it is difficult to find the best equivalent.

مثلا در مکانهایی که ولتاژ برق زیاده هم استفاده شده یا در مورد مکانهای خطرناکه دیگه
اما اینجا که مکان خطرناک نیست و این عبارت به صورت یک درخواست محترمانه استفاده می شه

من تصاویر سایتی رو که اقای ادوارد گذاشتن دیدم تصور میکنم که این عبارت به تنهایی یه جور هشدار حساب
میشه که در جاهای امنیتی بکار میره اما با ذکر استف روم از این حالت امنیتی عبارت کم می کنیم
اگر یه سری به صفحه بزنید می بینید که حتی در جاهاییکه برق با ولتاژ بالا هست استفاده شده
در صورتی که این عبارت یه جور خواهش مودبانه از طرف مقابله...
