I'm wondering if this is an idiomatic phrase or whether it is literally talking about using heavy methods. It's a document about human rights and the use of methods of warfare, etc.
Man kan si at regelen innebaerer et nokså uspesifisert proporsjonalitetsprinsipp - man **skyter ikke med skarpt** for å slå ned opptøyer eller foreta pågripelse og så videre, med mindre det er "absolutt nødvendig."

Helen, I should perhaps have made the proviso that my proposal applies to the literal interpretation. I find it difficult to imagine that someone would use this as a metaphor, given the subject matter, but you never know...The full sentence would help, perhaps.
