I can't see to come up with ideal English word here. The context is from a Korean government text that outlines rules for calculating income tax owed, and income tax deductions.

The word 소멸 has any number of translations to English, including "exhausted", "defeased", "expired" or "extinctive", but in this context, "extinguished" is your best bet.
