「絵符」 is a pretty old word (like from 江戸時代), but I think that nowadays it basically has the same meaning as 「荷札」, so it is definitely a tag of some sort. This example sentence also seems to shows that it is something that is physically tied onto a product:

Here is another sentence talking about the location of the tag:
