On further reflection, I believe this refers to getting away from the use of pure fluorine. I came up with a possibility that I think is rather lame, so I will entertain cool phrasing of "getting away from the use of" before colsing the question.

Moving away from pure fluorine

The trend in the fluoropolymer industry is to move away from pure fluorine-based polymers to, for example, fluorine-silicon based polymers.
This can be understood from quotes below, which come from the Japanese and English Annual Reports 2004 of Daikin Co. in Japan.

Defluorination

Defluorination is 脱フッ素. I can only assume that 脱純フッ素 is elimination of only pure fluorine, but I'm not a chemist, so I don't know if that's true, or how to say it in English. This is just a hint that might help you in your further searches.

NB: フッ素 is fluorine, while フッ素化 is fluoride - a distinction that is not always correctly followed, which is why you'll find more hits for defluoriDation, although I think that is technically incorrect.
