This is a section at the end of a wiring design standard, describing who designed the parts/contributed to writing the standards. I assume 汎設 is some kind of abbreviation, which would be ___Design. Does anyone know what this refers to? Thanks.

For 汎用設備, I¥'d guess Common/Shared Facilities.
For 汎用設計, I¥'d guess General Design and flag it with a question mark.
