In Japanese ''心が揺れたとき'' (this situation is by anger, jealousy, worries, etc.)

When you lose your calm.
When you're agitated.
When your heart has lost peace

What is the best? Or any other ideas?

How about something like:

When you are emotional

Instead of directly translating the word "heart" which isn't used so much in English, translate the phrase 心が揺れる as a set?
Therefore, it has the same ambiguity as the Japanese in regards to whether it is from positive or negative emotions. (As I think 心が揺れる can be used in a positive way too).
